| Over the past 40 years of reform and opening up,on the one hand,China has made remarkable achievements in industrialization and urbanization,with rapid social and economic development and urbanization.On the other hand,as China’s economy enters a new normal and the growth rate slows down,economic growth is facing transformation,and promoting high-quality development has become the theme.The report of the 20 th CPC National Congress clearly pointed out that "high-quality development is the primary task of building a modern socialist country in an all-round way".In the current stage of development,new problems are also highlighted,especially land resources are the core element to ensure urban construction and industrial development,and the pressure of urban land supply is increasing rapidly.saving and intensive use of land has gradually become an important theme of urban construction,and the focus of urban construction has gradually shifted from "increment" to "stock".There is an urgent need to tap the potential and secondary development of existing land.Among them,the redevelopment of inefficient industrial land is the most urgent.The redevelopment of urban inefficient industrial land belongs to the category of urban stock industrial land renewal,and it is a spatial transformation process accompanied by the transfer of property rights.Promoting the redevelopment of inefficient industrial land is an important means of spatial governance to achieve high-quality development,and the scientific,reasonable and efficient policy of redevelopment of inefficient industrial land is the key to shaping the high-quality development of economy and the orderly flow of spatial resources.In recent years,promoted by the central macro policy,local governments have issued policy opinions or plans related to the disposal of inefficient industrial land,and achieved certain results,but there are still deficiencies.The causes of urban inefficient industrial land are complicated,and there are many obstacles in the actual identification,investigation,statistics and subsequent redevelopment,so it is necessary to scientifically formulate corresponding policies to standardize the behavior of land use and promote the redevelopment of inefficient industrial land.improve the efficiency of land use,and ultimately promote urban economic development,promote the transformation and upgrading of industrial structure,and achieve the purpose of saving resources and protecting the environment.Bring good comprehensive benefits to the society.Based on the existing research on the redevelopment of inefficient industrial land,this paper takes G Chemical Park in S City as an example.Mc Call-Weber policy analysis model and Smith policy implementation process theory are used to analyze the content and process of the current inefficient industrial land redevelopment policy in the park,and further study and analyze the problems and causes of the problems in the process of inefficient industrial land redevelopment in G Chemical Park.The referential opinions and corresponding countermeasures are given.To provide some theoretical support and policy improvement guidance for promoting the redevelopment of inefficient industrial land.This paper believes that the main problems faced at present are the unscientific policy formulation procedure of inefficient industrial land redevelopment in G Chemical Park,the deviation in policy implementation and the insignificant improvement of policy effect.Specifically,the lack of institutionalization of the policy formulation agenda for redevelopment,the neglect of the will of enterprises in policy design and the lack of feedback mechanism for policy formulation are the main reasons for the unscientific policy formulation of the chemical park;the lack of capacity of the policy executor,the policy that does not meet the needs of the target groups and the lack of good environmental support are the main reasons for the inefficient industrial land redevelopment policy in G Chemical Park.The lack of quantification of policy objectives,lack of financing and lack of awareness of social needs of the policy itself greatly affect the effect of policy implementation.Therefore,it needs to be solved from the perspective of improving the formulation of the agenda,supervision and implementation,policy evaluation and so on.Fully tapping the potential of inefficient industrial land and redeveloping inefficient industrial land will help to invigorate the stock of land,increase the effective supply of land,break the bottleneck of land,and provide land guarantee for urban economic and social development. |
