The development of the digital economy is the trend of the new round of technological revolution and industrial change,and is also an important way to promote China’s high-quality development.As a new digital infrastructure,the importance of data center for the development of digital economy is self-evident.As a major cross-regional national project in the new era,the " East Data and West Calculation " project will solidify the base of China’s digital economy and pressed the fast-forward button for the development of digital economy.However,due to the late introduction of the " East Data and West Calculation " project,the research involving it is very limited.In order to study how to build digital infrastructure in the context of the " East Data and West Calculation " project,how to use it to promote local regional economic growth and realize the coordinated development of the East and West regions,this paper conducts a series of studies and provides some suggestions for the promotion of the " East Data and West Calculation " project.This paper takes the data of 14 provincial-level administrative regions(except Hong Kong and Macao)involved in the " East Data and West Calculation " project from 2011 to 2019 as samples.I construct a digital economy development evaluation index at the provincial level,and assigns values to digital economy indicators through the entropy value method.The development level of the digital economy as a whole and the six internal subsystems of 14 provinces were measured.Then,a double fixed-effect model was established to analyze the differential impact of the digital economy as a whole and each subsystem on the economic growth of the eastern and western regions The paper finally obtained the following research conclusions.(1)The development level of digital economy varies greatly among the provinces involved in the " East Data and West Calculation ".The development level of digital economy in the eastern region is high,with Guangdong Province ranking first.But the development level of digital economy in the western region is low,less than half of that in the eastern region.Among the western region,Sichuan,Chongqing and Guizhou provinces have a higher than average level of digital economy,with Ningxia at the bottom.In terms of temporal development,China’s digital economy entered a period of rapid development after 2017.And the development of the digital economy in the east is slower than that in the west.The digital divide between the east and west regions is narrowing.(2)Look at the perspective of the six subsystems of digital infrastructure,digital industrialization,digital network application,digital governance,digital innovation,and green development.The gap between the level of digital infrastructure construction in the east and west is smaller compared with other subsystems.So the digital infrastructure may be the breakthrough for the development of digital economy in the west and narrowing the gap with the level of digital economy;The difference between the east and west of digital industrialization is more.The difference between the east and west of digital industrialization is obvious,but the growth rate of the western region is much higher than that of the eastern region.And the gap between the east and west is narrowing.Guizhou Province performs well in the digital industrialization subsystem and is expected to become the leader in promoting the development of digital industrialization in the western region;The digital network application subsystem and digital governance subsystem show that there is an east-west gap in the development of digital economy.The provinces in the western region are in a lagging position and still need to be continuously strengthened in the future;Digital network application is the fastest,it has been greatly improved in the past nine years;in terms of digital innovation,Guangdong Province is in first place,the digital innovation level of the eastern region is significantly higher than that of the western region,and the digital technology innovation gap between the east and west objectively exists;the green development subsystem has the slowest growth rate,which proves that the development focus of provinces during 2011-2019 is still on economic development.The promotion of green and low-carbon economic development is not strong,and the progress of green development is small.(3)In terms of the overall effect of economic growth of the digital economy,the digital economy has a positive effect on regional economic growth.But the economic growth effect of the digital economy in the western region is weaker than that in the eastern region,indicating that the higher the level of the digital economy,the stronger the positive effect on regional economic growth.(4)The digital infrastructure subsystem,as the core of the " East Data and West Calculation " project,has a characteristic that the other five subsystems do not have-the economic growth effect is stronger in the western region than in the eastern region.The infrastructure construction has the characteristics of inclusive growth.This proves that the " East Data and West Calculation " project,as a major project of China’s new infrastructure,can effectively drive the rapid economic growth in the western region through the construction of digital infrastructure such as data centers,mobile base stations and fiber optic cables in the western region,and this growth rate is faster than that in the eastern region,which can significantly narrow the regional gap between the east and west and achieve the purpose of the purpose of promoting coordinated regional development.Therefore,the western region should focus on the basic level of the current "Western Calculation " project,and promote the construction of local computing infrastructure through policy-driven,planning layout,investment and other means.(5)The subsystems of digital industrialization,digital network application(industrial digitization)and digital innovation all show significant economic growth effects in the eastern region.This shows that the " East Data and West Calculation" project can provide sufficient high-quality computing power support for enterprises with computing power needs in the eastern region.It provides strong hardware support for the development of artificial intelligence,platform services,big data,smart agriculture,smart industry and other industries.Therefore,the eastern region should focus the construction of the "East Data " project on the application layer,and give full play to the economic potential of arithmetic construction by promoting the upgrading and migration of data centers,facilitating the flow of data elements,and strengthening the level of digital technology innovation.Finally,according to the research results,this paper combines the current situation of digital economy development in 14 provinces and cities.From the perspective of constructing the " East Data and West Calculation " project,promoting the development of regional digital economy,driving local economic growth,and helping the east and west realize coordinated regional development,this paper proposes policies for the development path of digital economy in eight national computing hubs in the context of " East Data and West Calculation ".The policies promote the "East Digital West Computing" project and realize the sustainable and healthy development of digital economy.
