| High-quality development is the first task of building a modern socialist country in an all-round way.To achieve high-quality development,we must fully implement the new development philosophy.Innovation,as the primary driving force for development,plays an important role in the process of China’s economy moving from high-speed growth to high-quality development.In 2012,the report to the 18 th National Congress of the Communist Party of China formally put forward the concept of innovation-driven development strategy,and the ability of science and technology to promote economic growth has been greatly improved.The report of the 19 th National Congress proposed to accelerate the development of green technology,seize the opportunity to improve the quality and efficiency of green technology,and achieve a fundamental transformation of the economic development mode.Therefore,accelerating the development of technology research and development of energy saving and environmental protection industries,clean energy industries,and green technology innovation is consistent with our current national conditions.As stated in the Report to the Party’s 20 th National Congress,we must continue to take science and technology as the primary productive force for economic development,take innovation as the primary driving force,thoroughly implement the innovation-driven development strategy,open up new space for development,and continuously create new driving forces and new advantages for development.Our country will accelerate its development with innovation as its core,take higher science and technology as its core and aim at larger scale.In the process of promoting innovation,we should give consideration to "green",realize scientific and technological innovation and green environment complement each other,and build a beautiful China.China has implemented a number of national innovation strategies for building innovative cities,and the innovative city pilot policy is one of them.To study the impact of innovation policies on green innovation activities is the starting point to analyze the effect of China’s innovation-driven development strategy.In this paper,the panel data of 251 cities in China from 2005 to 2020 were used as samples to build a multi-period differential model to study the impact of pilot policies on green innovation,analyze its mechanism and heterogeneity,and construct a spatial differential model to analyze the spatial spillover effects of pilot policies.The results show that: Firstly,after the construction of innovation-oriented city is implemented,the green innovation level of pilot cities is significantly improved.The robustness of the baseline regression model is further verified by using the propensity score matching differential method.Secondly,in terms of influence channels,this paper finds that pilot policies of innovation-oriented cities are conducive to improving the degree of talent agglomeration and capital deepening ability of the city,and then improve the green innovation level of the city through these two intermediary variables.Thirdly,the green innovation promotion effect of the pilot policy is higher in the central and western regions,non-central cities or small and medium-sized cities than in the eastern regions,central cities or megacities.The reason may be that the eastern regions,central cities or megacities have a higher level of economic development and the green innovation level of the cities themselves is also higher.With the implementation of the policy,the green innovation level is constantly improving.After reaching a certain level,it enters the stage of decreasing returns to scale,which leads to the decreasing driving effect of pilot policies.Fourth,pilot policies have a spatial spillover effect on the improvement of green innovation level,affecting the level of green innovation in surrounding areas.Finally,this paper puts forward corresponding countermeasures and suggestions according to the research conclusions. |
