Today,Chinese urban groups are striving to build innovative cities,and urban development is gradually evolving from a relatively simple urban growth model that traditionally relies on land investment or energy and mineral resources to a "city brand" with comprehensive competitiveness formed by relying on various innovative elements and resource endowments,which is full of people’s yearning for a better life.At the same time,some famous institutions and institutes are also publishing rankings of various urban brands in real time,and the value of urban brands can play a "signal" role in guiding the flow of social funds,information,goods and talents.China took Shenzhen as the innovation pilot city for the first time in 2008,and simultaneously issued relevant innovative city pilot policies.Many of them provide practical guidance for the establishment of city brands.Therefore,under this background,it is of great significance to explore the promotion effect and corresponding mechanism of the innovative city pilot policy on the city brand.In order to study the relationship between pilot policies and city brands,first of all,this paper sorts out the previous research on the policy effect of the innovative city pilot and the development of the city brand,and analyzes the mechanism of the innovative city pilot on the development of the city brand from the aspects of cultural inheritance mechanism and innovation and entrepreneurship mechanism.Secondly,build a city brand value measurement system.Based on the panel data of 254 prefecture-level cities in China from 2005 to 2016,use the double difference method to empirically analyze the impact of the innovative city pilot policy on the city brand,and carry out the corresponding robustness test;Analyze the heterogeneity factors of the city brand from the location,scale,administrative level,science and education level of the city.Finally,in order to further evaluate whether the construction of a national innovative city will bring brand value spatial spillover benefits to other cities,a spatial Dubin model is established for empirical analysis.The research shows that(1)the pilot of innovative cities has significantly promoted the development of city brands,and has a more significant role in promoting the development of developed cities in the east and cities with large population;(2)The innovative city pilot can promote the development of city brands through cultural inheritance mechanism and innovation and entrepreneurship mechanism.(3)The innovative city pilot has a positive spatial spillover effect on the promotion of brand value in other cities.
