According to the data released by the Ministry of Civil Affairs,by the end of2021,there will be 267 million people over 60 years old in China,accounting for18.9% of the total population,of which 201 million people aged 65 and above,accounting for 14.2% of the total population,have reached the standard of 14% of the deeply aging society.The aging trend in China is irreversible and the degree of aging is deepening.With the increase of life expectancy of the population and the sharp rise of the number of disabled and mentally handicapped elderly,the domestic demand for long-term care is expanding.In recent years,China has issued policy documents on long-term care for the elderly,and under the slogan of healthy aging,31 cities in China,such as Qingdao,Chengdu and Shanghai,have started the pilot work of long-term care insurance,and have made some progress,and the expansion of long-term care insurance system has been promoted.However,in actual practice,there is a mismatch between long-term care services and the needs of the disabled elderly,which has led to the problem of putting the cart before the horse in the supply of long-term care services,the waste of limited service resources,the inefficiency of services,and the failure to fully meet the care needs of the disabled elderly.This paper takes the elderly with disabilities as the research object,and starts from the perspective of their long-term care service demand differences,and analyzes the differences in the care needs of different disabled people through field visits.The actual care needs of the moderately and severely disabled elderly are compared with the supply of long-term care services in pilot cities across China,and the current supply-demand match is investigated.This paper firstly compares the current situation of the supply of long-term care insurance services in pilot cities in China,and then combines previous literature to design questionnaires from three aspects: the elderly’s disability status,their views on long-term care insurance services and their actual care needs,and selects hospitals and elderly care institutions to conduct offline research.After collating the collected data,we analyse the characteristics and differences in the care needs of elderly people with different levels of disability and different chronic illnesses,and then compare the actual care needs of elderly people with the service supply in the pilot city to analyse the match between supply and demand.This paper concludes thatThis paper concludes that there is a mismatch between the actual needs of the elderly and the available supply.The rehabilitation and preventive care services chosen by the disabled elderly have a significant positive impact on the change in their self-rated health,making them more likely to be in a better health rating.Based on the above analysis,this paper also proposes recommendations to optimise the supply of long-term care services in China in order to match supply and demand,namely: firstly,to increase the content of preventive and rehabilitation services to improve the accessibility of professional care services;secondly,to moderately increase the number of optional care services and refine the content and standards of each care service;and thirdly,to provide more targeted care packages,taking into account the chronic diseases suffered by the elderly.
