Research On Establishing Elderly Long Term Care Insurance System In Shanxi Province

China has officially stepped into an aging society.The issue of caring and caring for the elderly,especially the disabled elderly,has become the focus of attention of the entire community.In order to cope with the aging population,many provinces and cities in our country have piloted the elderly care insurance system,such as Qingdao,Changchun and Beijing,all of which achieved good results.The trend of population aging in Shanxi Province is becoming more and more serious.The dependency ratio of the elderly population is gradually increasing.Under this background,the care of the disabled elderly people is gradually being concerned.Social,family and other factors make the care of the disabled elders in trouble.If not resolved in time,the issue not only bring troubles to the family,but also affect the harmony and stability of the entire society.Therefore,it is important to launch Elderly long-term care insurance.Through the analysis of population aging status,family status,social status and the development of commercial insurance in Shanxi Province,the paper draws the conclusion that Shanxi Province need to establish long-term care insurance for the elderly.On this basis,combined with the three methods of literature analysis,empirical analysis and comparative analysis,this paper analyzes the economic support and policy support for establishing long-term care insurance for the elderly in Shanxi Province,which can be established in the suburbs of Taiyuan Xiaodian District and other places.In the end,from the system and policy level,proposed the policy suggestion of Shanxi Province to build the long-term care insurance for the elderly.This article focuses on how to use the specific data in Shanxi Province to analyze the feasibility of establishing long-term care insurance for the elderly in Shanxi Province.This is the first time ananlyze this issue combined the actual situation and the successful implementation of the elderly long-term care insurance in Qingdao City,the way of financing and Zheng Gongcheng proposed financing methods the financing approach,come to Shanxi Province can be in accordance with "workers to not exceed the basic medical insurance 20% of the fund balance of the previous year shall be charged at one time,and the other part shall be transferred monthly from the basic medical insurance fund of the employee according to the standard of 0.5% of the total base amount of the individual account,or the amount of funds deposited in the individual accounts of the employee medical insurance Long-term care insurance to theaccount " to raise the elderly long-term care insurance fund.Based on the significant factors that affect the long-term care insurance for the elderly,119 counties(cities and districts)in Shanxi Province were clustered.The results were as follows: Taiyuan Xiaodian District and other places are currently suitable for giving priority to the development of long-term care insurance in counties and cities.
