| Scientific and technological innovation is a very important national strategy,and universities are the base of talent training and the highland of scientific and technological innovation.Enterprises have the characteristics of market-oriented operation,diversified investment,and flexible employment mechanisms.School-run enterprises cross the three links of the industry,academia,and research chain,and have great advantages in promoting scientific and technological innovation in universities.Since the reform and opening up,universities have established enterprises with their own talents and scientific and technological advantages.With the development of the socialist market economy,school-run enterprises have gradually exposed defects such as unclear division of property rights,single equity structure,and deviation of enterprise functions.This not only hinders their own development,but also fails to play a role in promoting the development of teaching and scientific research,and also brings great risks and hidden dangers to the assets of universities.Therefore,the restructuring of school-run enterprises is imperative.From the perspective of scientific and technological innovation,how to reform the property rights of school-run enterprises,standardize their operations,and how to make them play the role of innovation platforms and promote scientific and technological innovation in universities while developing themselves is currently a topic worth exploring.This paper takes the principal-agent theory,stakeholder theory and property rights theory as the theoretical basis,takes N University as the research object,takes the property rights reform of school-run enterprises to promote scientific and technological innovation as the entry point,relies on primary data,analyzes the basic situation of school-run enterprises of N University,the main problems,and the motivation of property rights reform,and summarizes the path of property rights reform of school-run enterprises from the perspective of scientific and technological innovation.The application conditions and specific measures of different paths are summarized.Combining with the interview results,concrete countermeasures are put forward to consolidate the achievements of property rights reform of school-run enterprises and promote scientific and technological innovation.This paper mainly draws the following conclusions:(1)The problems such as unclear definition of property rights,unitary structure of property rights and imperfect internal management mechanism of school-run enterprises of N University lead to their inability to effectively promote scientific and technological innovation in colleges and universities.(2)Through the comprehensive analysis of the property rights reform of the school-run enterprise of N University,it explores and concludes the three property rights reform paths of clearing and closing,decoupling and stripping,and retention management,as well as their applicable conditions,specific measures and detailed operating processes.(3)Innovative countermeasures such as the construction of "school-enterprise+" model are proposed to consolidate the achievements of property rights reform of school-run enterprises and effectively promote school-run enterprises to play an effective role in the system and mechanism of scientific and technological innovation and transformation of scientific and technological achievements in schools.This paper has a strong guiding effect and practical significance on how to carry out property rights reform in university enterprises and boost scientific and technological innovation in universities,and also enrich the current research results and methods. |
