Research On Public Policy Of Rural Land Circulation Under The Background Of Urban-rural Integration

The people are bunning,the bengu bunning.The living standards of farmers are of significance to the development of the country,and agriculture is the top priority of people’s livelihood,and the issue of land circulation is the cornerstone of agricultural problems.With the development of society,China’s rural areas have also undergone tremendous changes.High-tech continues to integrate planting technology,agriculture requires less and less labor,labor continues to flow out,and at the same time further causes the problem of idle land,which in turn promotes the pace of rural land circulation in China.However,according to the current land circulation system,it is not enough to support the transformation of modern agriculture.From the specific situation,it is necessary to further integrate land resources,develop modern agriculture,and at the same time increase agricultural planting output,promote farmers’ income,and lay a solid foundation for rural revitalization.Taking Q County in Hebei Province as an example,this paper combs through the relevant data of land circulation and economic development of its official websites such as the Bureau of Statistics,the Bureau of Agriculture and Rural Affairs,and the government website in the past ten years,innovatively explores the correlation between land circulation and farmers’ income and local economic level development,and at the same time deeply excavates the relevant reasons left over from the history of the place,and puts forward targeted suggestions and measures.Through empirical analysis and investigation of the county,we can understand the current situation of land circulation in detail.Through field visits and research on 5 towns with different distributions and a total of 122 administrative villages in Q County,Hebei Province,the survey basically grasped the basic situation of land circulation history,development status and farmers’ willingness to transfer in the county.According to the field survey results and data analysis,the current status of land circulation in Q County,Hebei Province was sorted out.Through the evaluation and analysis of the economic development of Q County in Hebei Province,further understanding the effect of land circulation in the county,and exploring the problems existing in the process of land circulation in Q County of Hebei Province,it is concluded that for Q County of Hebei Province,there are mainly the following problems: irregular procedures,small scale and large geographical differences,frequent default problems,lack of sound land transfer service institutions,and lack of supporting facilities for land transfer.In view of these problems,the root causes of these problems are excavated,and corresponding opinions and suggestions are put forward in this paper,pointing out that Q County in Hebei Province should improve the system of policies and regulations,improve the rural endowment insurance system,and improve the rural land rights confirmation system;Standardize the main responsibility of government supervision,strengthen the role of government supervision,guidance and publicity;Improve the supporting services of land circulation institutions,improve professional management capabilities,and improve service awareness;Build a unified platform for labor and land circulation markets,carry out unified management,and strengthen information transmission;Strengthen the professional skills training of farmers,improve the viability of farmers,and be able to get rid of the survival state of relying on the land to maintain food and clothing.
