Collective land use rights are an important property right of farmers determined by law.To legalize the collective stability of farmers and long-term ownership of land and grant the legitimate rights and interests of rural collectives and farmers,carrying out registration and certification of rural collective land is necessary for safeguarding the rights of farmers' land property,and implementing the national Rural Revitalization Strategy.According to Chinese "Land Management Law" and the "Constitution",land ownership in rural areas is collectively owned.But due to the uncertain identity of “collective”,the subject of rural rights is not clear.Unclear property rights have not only increased transaction costs,but also reduced the efficiency of land use,and prevented collective farmers' land property rights from being truly protected.Since the Third Plenary Session of the 17 th CPC Central Committee,to activate the rural land market and protect farmers' land property rights,our party and state have begun to emphasize the reform of rural collective property rights system with the core of farmland use rights.Sichuan province has also set a goal that will completed the confirmation of rural collective resource assets(such as land resources),and the work of quantifying share-based conversion of collective operating assets in 2019.This article is mainly composed of the following parts:The first part is background,meaning,purpose of the research,and the conclusion of existing relevant research,included the innovation of this research.The second part is mainly about theoretical basis,including the definition of related concepts,elaboration of western property right theory,institutional behavior theory and institutional cognitive theory,which build up the theoretical framework of this article.The third part is the study area and investigation sample.The natural and economic location conditions and the state of the agricultural land registration policy in study area were introduced.The basis for the selection of regional classification surveys,a brief introduction of the survey questionnaires,and descriptive statistics of individual characteristics and family circumstances of the survey samples are described.The fourth part is about the effect of rural land rights confirmation.It mainly includes the theoretical analysis of the rural land confirmation effect,and the three types farmers' different cognition on land confirmation.Comparing the cognition of farmers in three types of areas on the property rights effect,economic effects,and social security effects of land confirmation.It summarizes the differences in farmers' cognition of the land confirmation effects in different regions and discusses the reasons.The fifth part is the analysis on influencing factors of farmers' cognition of rural land confirmation effects.Using survey data,selecting relevant variables to construct econometric model in order to study the influencing factors of farmers' cognition of rural land confirmation effects.The study draws the following conclusions:(1)Rural land rights confirmation will produce property rights effects,economic effects and social effects.For the recognition of these three kinds of effects,farmers' cognition in different geographic and economic location environments have their own characteristics and differences.(2)according to the survey,it shows that compared with the security of rural land property rights granted by lawn,farmers' perception of property rights security is much less.Especially for suburban rural areas,farmers' perception of property rights security is the lowest owing to the greater influence of the market economy and the stronger influence of policy advocacy.Farmers in suburban areas have a stronger sense of economic effects on rural land rights confirmation.Farmers in rural areas have the lowest awareness of the property rights effect,farmers in the three kinds area generally have higher awareness of the social security effects on land rights confirmation.(3)The major factors which effected cognition degree of land rights confirmation for interviewee are education,living distance from the town center and the non-agricultural income ratio.Farmers who have higher education degree,live closer to city center,own higher proportion of non-agricultural income,will have higher awareness of rural land rights confirmation.Meanwhile,the land area owned by farmers is also a significant factor influencing their cognition of the property rights effect of land rights confirmation.In response to the above findings,the article proposes the following recommendations:In the current land management policies,we have put the farmers' cognition of land policy on first;Implement differentiated rural land rights management policies depending on the circumstance;Try a steady and active practice on transfer of land property rights after confirming land right.In the aspects of deepening the reform of rural collective property rights system,it pointed out improving the "Three-rights Distribution" reform for Rural Land and insisting on the path of Joint-stock reform of rural collective resource.
