A County E-Commerce Into The Rural Comprehensive Demonstration Project Performance Evaluation

In recent years,the country has implemented a series of policies and measures to encourage the development of rural e-commerce.The implementation of the "Comprehensive Demonstration Project of E-commerce in Rural Areas" has contributed positively to promoting the development of rural e-commerce,not only effectively promoting the implementation of rural revitalization strategy,but also providing strong guarantees for the development of county economy,gradually becoming a new engine for rural economic development.The purpose of this study is to explore reasonable and operable evaluation methods for the implementation of the "Comprehensive Demonstration Project of E-commerce in Rural Areas",which can comprehensively and accurately measure the project construction situation,and provide certain reference for building a project performance evaluation system and project practice.By studying relevant literature and using the Balanced Scorecard,performance evaluation indicators for the "Comprehensive Demonstration Project of E-commerce in Rural Areas" were set up from the revised four dimensions,and the weight of each indicator was divided using Analytic Hierarchy Process.A performance evaluation indicator system for the "Comprehensive Demonstration Project of E-commerce in Rural Areas" was proposed.Analyze and summarize the specific implementation of the "E-commerce into Rural Comprehensive Demonstration Project" in County A,and conduct empirical evaluation.Among them,qualitative indicators adopt interval value method,quantitative indicators adopt fuzzy evaluation method to process evaluation scores,quantitative indicators are calculated using a percentile performance evaluation table,qualitative indicators are collected through questionnaire surveys,and quantitative and qualitative evaluation data are processed,Can obtain the comprehensive score and evaluation level of the project.From the evaluation results,the comprehensive score of the comprehensive demonstration project of e-commerce in rural areas in County A is 79.27,and the evaluation result is “good”.It is found that the indicator projects of stakeholders,process management and sustainable development need to continue to be improved.From strengthening the effectiveness of policy implementation,standardizing project process management,improving e-commerce logistics efficiency,cultivating the endogenous power of rural e-commerce,and establishing a strong talent guarantee Explore six aspects of the new e-commerce poverty alleviation model and propose optimization and improvement suggestions.Through the construction of an indicator system and comprehensive evaluation analysis,this study can provide some reference and suggestions for the implementation and future development of the "E-commerce into Rural Comprehensive Demonstration Project" in County A.
