Japan’s Industrial Chain Restructuring Policy And The Impact On China-japan Economic And Trade Relations

In recent years,the Japanese government has intensively launched industrial chain restructuring policy in response to changes in domestic and international situation.As a global economic power,Japan is deeply involved in international production network,and its industrial chain restructuring policy will have a profound impact on the global economic landscape.What are the new trends of Japanese industrial chain restructuring policy and what are the political motivations driving Japan’s industrial chain restructuring policy? What is the impact of the industrial chain restructuring policy on China-Japan economic and trade relations? Using international political economy as the main theoretical tool,this paper explores these issues using a combination of research methods such as literature research,deductive method,input-output method,and differences-in-differences.In analyzing the new trends and motives of Japan’s industrial chain reconfiguration policy,this paper compares in detail the evolutionary features of Japan’s industrial policy after World War II from the perspective of international political economy,reveals the new trends of Japan’s industrial chain reconfiguration policy in recent years,and analyzes the domestic and international political reasons for Japan’s implementation of industrial chain reconfiguration policy.The study finds that industrial policy is an important tool for Japan to realize its national interests,and the development orientation of industrial policy is particularly obvious after World War II until the first decade of the 21 st century.In recent years,the promotion of industrial chain restructuring has become the focus of governance in Japan’s industrial policy.The Japanese government has attempted to build a diversified and regionalized supply chain system,promote the localization of important strategic material chains,and use digital technology to strengthen the supply chain in order to ensure the “security and control” of the supply chain and achieve economic security.Japan’s industrial chain restructuring policy has shifted from a development-oriented to a security-oriented policy,influenced by domestic and international political factors such as the wave of counter-globalization,the new pneumonia epidemic,the rise of China,the RussiaUkraine conflict,and the domestic consensus on economic security.Japan’s industrial chain reconfiguration policy shows that in recent years Japan has regarded economic security as the core component of its national interests and has taken industrial chain reconfiguration policy as an important way to realize economic security.In analyzing the impact of industrial chain restructuring policy on Sino-Japanese economic and trade relations,this paper first analyzes the impact of Japanese industrial policy on the behavior of Japanese enterprises;then analyzes the changing trend of Japanese enterprises’ participation in international division of labor based on the current situation of Japan’s participation in global value chains;on this basis,it analyzes the impact of Japanese industrial chain restructuring policy on Sino-Japanese economic and trade relations by affecting Japanese enterprises’ participation in international division of labor from three perspectives: investment,technical cooperation and trade.Based on this,the impact of Japan’s industrial chain restructuring policy on Sino-Japanese economic and trade relations by affecting Japanese enterprises’ participation in the international division of labor is analyzed from three perspectives: investment,technical cooperation and trade.The study find that Japan’s industrial chain restructuring policy has accelerated the trend of Japan’s participation in the restructuring of global value chains.In view of the close economic and trade relations between China and Japan,Japan’s industrial chain restructuring policy will have a negative impact on Sino-Japanese economic and trade cooperation,intensifying the trend of Japanese companies divesting from China and weakening the momentum of Sino-Japanese industrial and technological cooperation,and profound changes will occur in the scale and structure of trade between China and Japan.The results of the empirical analysis of Sino-Japanese investment cooperation show that the flow of Japanese enterprises’ investment in China has decreased in industries such as medical,precision instruments,communications and so on.
