The relations between Japan and Southeast Asian countries experienced a process of political development that firstly focus on the development of the economy, then both economy and politic, finally politics. Japan's foreign policy for Southeastern Asian countries is developed into maturity on the base of economic relations between Japan and Southeastern Asian countries. According to their developmental characteristics, this process can be divided into four stages: the first stage is from the post-war period to the establishment of ASEAN Eve, which to reconstruct the relationship between Japan and the Southeastern Asia countries; the second stage is from the establishment of ASEAN in 1967 to the middle of 70s, which is a stage of Japan-ASEAN foreign policy formation; the third Stage is from"Fukuda doctrine"in 1977 to the late of 80s after Cold War, which is a stage with the development of foreign policy for the Association of Southeastern Asian Nations(ASEAN); the 90s after Cold war the relations between Japan and Southeastern Asian countries entered into a new stage, the policy from Japan for ASEAN moved into a stable situation. From the third stage, the relations between Japan and Southeastern Asian countries stepped into the relationship between Japan and ASEAN countries. Whatever stage was moving, economic diplomacy is the main feature of the relations between Japan and Southeastern Asian countries. The development of political and security relations and full diplomatic relations between them later are developed on the base of economic diplomacy.This article attempts to analyze the most important economic factor in the political relations between Japan and Southeastern Asian countries to get the function and how to work about the economic factor. Comparing to the other factors, finally we can get a conclusion about how to be influenced with the political relationship between Japan and Southeastern Asian countries by economic factor.
