| With the development of urbanization,a large number of people are concentrated in cities,and problems such as traffic congestion and environmental pollution have become increasingly prominent.It is an important way to improve residents’ travel and relieve urban traffic pressure to vigorously develop the compact bus system with "rail as backbone and conventional traffic as network".According to statistics,public transport carries more than 60 percent of the city’s passengers.Public transportation is a project to ensure the city and improve the people’s livelihood.In order to provide citizens with a safe,convenient,comfortable and economic traffic environment,Nanchang city will give priority to the development of urban public transportation as a key work.For the urban bus industry,the bus enterprises often face serious losses due to their basic attributes of public goods.Increasing financial investment in public transport and guiding residents to choose public transport are of great significance to promoting the green development of cities.In order to ensure the sustainable development of Nanchang public transport,in June 2012,Nanchang Finance Bureau and Nanchang Transport Bureau jointly issued the Nanchang Bus Passenger Service Cost Regulation Plan(Trial),and Nanchang bus cost planning was officially launched.With the annual increase of the subsidy amount of cost regulation,the operation of the program has caused great pressure on the finance.On the other hand,the subsidy amount still cannot fully cover the actual losses of the enterprises,and the enterprises still have difficulties in the operation.The above phenomenon indicates that there are problems in the current situation of bus financial subsidy in Nanchang city,which needs to be further improved to improve the use efficiency of government funds.In Nanchang bus group as the research object,the present situation,introduces the related concepts and theoretical basis,combined with the actual operation difficulties of Nanchang bus group,the analysis of the analysis,referring to the financial subsidies for public transportation in other domestic cities,summarizes the experience for reference,with the government as the main body of the specific measures to perfect Nanchang bus financial subsidies. |
