With the continuous,healthy and stable development of the national economy,the urbanization process of the county has been accelerating,the urban population has surged,the scale of urban construction has expanded,the number of motor vehicles has increased dramatically,road traffic resources have become increasingly strained,and the problem of traffic congestion has become increasingly prominent.Public transportation has the advantages of being intensive and efficient,energy-saving and environment-friendly,and relieving congestion.The priority of public transportation has been a national and local development strategy.Based on the policy of low fares and the attribute of public welfare,financial subsidies are necessary to ensure the operation of public transport enterprises.The dual nature of public transport involves multiple interests,and there are often many contradictions that hinder the development of public transport and result in poor performance.Most of the current rules and regulations related to the financial subsidy policy for public transportation in China are macro policy guidelines,and the specific implementation details are different for each city,which are decided by government departments in meetings,with little public voice and scientific proof.Public transportation subsidy policies should be based on local city size,economic development and residents’ habits.As a county-level city with a small regional area and inconspicuous boundaries between urban and rural areas,the demand of urban and rural residents for public products and public services such as public transportation in counties has been rising.And financial subsidies will play a significant role in supporting the development of public transportation,requiring the establishment of a sound financial subsidy policy system.This paper mainly uses the literature analysis method,field survey method and policy analysis method to sort out the literature related to the financial subsidy policy for public transportation at home and abroad,and conducts interviews with the managers of financial departments,transportation departments and bus companies etc.in N County,Henan Province.It analyzes and summarizes the development of public transportation in County N,Henan Province,and on that basis,discusses the problems,causes and countermeasures of the financial subsidy policy for public transportation in County N,Henan Province.The current subsidy model ensures the smooth operation of buses,but how to establish a more efficient subsidy policy to promote better development and greater benefits for public transportation is an urgent problem to be solved by the financial department and other departments.In 2017,the bus company in Henan N County began operations,which was converted from a private company to a state-owned company.The number of operating vehicles grew from 30 to 160,the number of lines increased from 3 to 22,and the financial subsidies grew from 6.86 million yuan to 29.42 million yuan,which showed rapid development over the past five years.After analysis,this paper concludes that the use of financial subsidy funds in County N,Henan is inefficient,and that the subsidy standards and methods are not refined.The investment of financial subsidy funds focuses on urban areas rather than rural areas,the use of subsidy funds lacks effective supervision,and the subsidy funds are not provided in a timely manner.The reasons include the lack of evaluation mechanisms for the effectiveness of the subsidy policy,the arbitrariness of the cost determination of the bus company,subsidy funds for urban and rural passenger transport were not included in the budget in time,the lack of supervision of the allocation of enterprises,and the great pressure of fiscal expenditure.Therefore,it is necessary to establish a performance evaluation system focusing on the effectiveness of public transport subsidy policies,optimize the subsidy model and establish a cost regulation program,incline financial subsidy funds to support the integration of urban and rural public transport,strengthen the whole process of financial subsidy funds supervision system,and broaden revenue channels to make up for the funding gap and so on.
