Improving The Efficiency Of The Rural Revitalization Strategy

During his visit to Shandong,General Secretary Xi Jinping stressed the solid implementation of the rural revitalization strategy to build a model of rural revitalization in Qilu.The city has actively explored ways to promote high-quality and efficient agriculture,livable and working rural areas,and affluent farmers.It has achieved positive results in industrial restructuring,solid economic foundation,deep integration of urban and rural development,and comprehensive guarantee.However,we can see that many strategies and plans of Dongying city are still in the enlightenment stage of initial planning and implementation,and some new problems,new contradictions and new conflicts are also gradually emerging.The constraints of regional factors,talent factors,industrial factors and organizational factors make the implementation efficiency of rural revitalization strategy not high.In view of this,this paper takes Dongying City,Shandong Province as an example to study the implementation status and restrictive factors of the rural revitalization strategy,combined with the specific measures of Dongying City rural revitalization strategy and the experience of rural revitalization at home and abroad,and puts forward the path to improve the implementation efficiency of the rural revitalization strategy.First of all,this paper is based on efficiency promotion theory,strategic management theory,leading industry theory,on the basis of the existing research results,combined with the Dongying city rural revitalization of strategy implementation,for relevant experts and scholars suggest to build two dimensions,a total of 11 indicators of rural revitalization strategy implementation efficiency evaluation index system,and the efficiency of the descriptive evaluation analysis.From the perspective of the input and output of rural revitalization in Dongying city,the implementation efficiency of rural revitalization strategy in Dongying city is good,but at the same time,the improvement of the implementation efficiency of rural revitalization strategy in Dongying city is also restricted by regional,talent,organizational,industry and other factors.Second,discusses the rural revitalization of the efficiency of successful cases,in-depth analysis of the "urban and rural symbiosis" integration development model,Japan "village movement" development model,half soup street "three melon commune" "electricity characteristic industry model",Anhui province Yuan Jia Village "village collective organization drive mode",summary can draw lessons from experience and practice,think advanced village collective organization,high-quality talent cultivation,build local characteristic industry and the government,market and farmers benign interaction is the important support of rural revitalization strategy implementation efficiency.Finally,put forward the Dongying city rural revitalization of efficiency countermeasures and Suggestions,pointed out that to strengthen local talent breeding,form efficiency of talent chain,development characteristic key agriculture,build efficiency of industrial chain,promote the construction of grass-roots organizations,planning efficiency of organization chain,clear strategic guarantee,play the basis of good efficiency,thus for the rural revitalization strategy implementation efficiency promotion research to provide some beneficial thinking.
