| China is a large agricultural country with a large rural population,and the rural economy also accounts for a large proportion of the national economy.Although China’s rural economy has made tremendous development under the impetus of reform and opening up,and the agricultural industry has made historic progress,there are still many deep-rooted contradictions and problems in the development of the vast rural areas,such as insufficient total rural economy and structural imbalance,weak agricultural infrastructure,poor rural production efficiency,slow growth of farmers’ income,low rural consumption,relatively rural labor force The "bottleneck" has become a constraint to China’s socio-economic development due to the unreasonable structure of agricultural production,the large gap between urban and rural areas,and the imbalance between supply and demand of rural funds.In order to cope with the above problems,in recent years,the Party and the State have introduced a series of policies to benefit and enrich the rural areas and continuously strengthen the role of rural finance in supporting the agricultural economy,but there is still a big distance compared with the requirements of the development of the "three rural issues" in the new era.Therefore,whether we can effectively use financial instruments to promote the development of rural areas has become an important issue related to whether our country as a whole will maintain a better economic development in a longer period of time.The purpose of this dissertation is to quantitatively assess the efficiency of rural financial support for agriculture in China.Based on data from 31 provinces in China from 2013 to 2020,the DEA model is used to quantitatively assess the efficiency of rural agricultural financial support,and the proposal of rural revitalization strategy is used as a quasi-natural experiment to establish a dual differential model to deeply explore the specific impact of rural revitalization strategy on the efficiency of financial support for agriculture.The results show that:(1)The effectiveness of financial support for agriculture in various provinces is commendable,especially in the eastern region,where the average comprehensive efficiency and pure technical efficiency are significantly higher than those in the central and western regions.Regarding scale efficiency,the gap between the eastern and central regions is not significant.The western region is relatively lower than the eastern and central regions,and there are many provinces with diminishing returns to scale.Therefore,it is necessary to increase investment in financial capital for supporting agriculture in the western region.(2)Hainan,Shanghai,Shandong,Guangdong,Tianjin,Zhejiang,Guangxi,Henan,Hubei,Hunan,and Chongqing have been at the forefront of production for many years,while other provinces have great room to improve efficiency;(3)Compared with regions that attach less importance to agricultural and rural development,the implementation of rural revitalization strategy significantly improves the efficiency of rural financial support to agriculture for regions that attach importance to agricultural and rural development.(4)The rural revitalization strategy will promote the expansion of new rural financial institutions and the return of migrant labor force,which in turn will improve the efficiency level of financial support to agriculture.(5)From the perspectives of east-central and west,the effect of rural revitalization strategy is more obvious for the regions in east-central that value agricultural and rural development. |
