Research On The Relationship Between Strategic Emerging Industries In Beijing,Tianjin And Hebei Under The Carbon Goal

Double-carbon targets will promote the transformation and upgrading of national economy from traditional high-carbon emission industries to strategic emerging industries such as big data,artificial intelligence,high-end manufacturing and biomedicine,and reshape the industrial linkage structure.From the perspective of kinetic energy loss in industrial structure adjustment,this paper explores the influence of industrial structure changes on the national economy,and explores the industrial correlation characteristics of Beijing-Tianjin-Hebei strategic emerging industries inside and outside the region.The research results provide reference for realizing the long-term and green development of regional economy under the goal of double carbon,and also have important practical reference value for the construction of regional resource allocation scheme and industrial cooperative emission reduction mechanism in Beijing-Tianjin-Hebei.This paper puts forward an innovative research perspective of industrial correlation quality and model combining complex network method.Based on the intra-regional and inter-regional industrial correlation networks of Beijing-Tianjin-Hebei,this paper measures the industrial correlation quality from three aspects: industrial correlation strength,breadth and intermediary efficiency,so as to compare the influence of strategic emerging industries and high-carbon emission industries on other industries in the regional economy.Furthermore,the application boundary of the weighted block model method in the industrial linkage network is expanded to divide the industrial linkage model and explore the economic linkage path of strategic emerging industries in regional development.Finally,according to the relevant empirical results,the corresponding policy space enlightenment is put forward.The findings are as follows:(1)There is still a certain gap between the influence of strategic emerging industries on the internal economy of their respective regions and that of high-carbon emission industries,but there is a tendency to catch up with and surpass them in the breadth of forward and backward correlation.(2)The network structure of industrial association between Beijing and Tianjin has a "centralized trend",and the technological and economic spillover effect in the network is skewed;Hebei’s industrial association network has the structural characteristics similar to "hierarchical system",and the position of industry in the technical and economic control chain is clear.(3)In the region,emerging industries of biomedicine and information technology have obvious economic spillover effect of sending technology,and emerging industries of high-end equipment have obvious economic spillover effect of receiving technology.New energy is located in the dominant position in the economic chain in the Beijing-Tianjin-Hebei region.(4)High-carbon emission industry plays a more important role in the economic sectors outside the Beijing-Tianjin-Hebei region,with strong restriction,while strategic emerging industries play a more important role in the economic sectors outside the Beijing-Tianjin-Hebei region with strong radiation.The strategic emerging industries in Hebei Province have little influence on the inner region,but great influence on the outer region.(5)The linkage situation of strategic emerging industries between Beijing,Tianjin and Hebei is closer than that of high-carbon emission industries,the internal structure of their coordinated development is stable,and the inter-industry correlation patterns are rich.Finally,some policy suggestions are put forward,such as formulating differentiated emission reduction methods for different industry-related modes.
