Evaluation Study On The Prosperity Of Rural Industries In Shaanxi Province In The Context Of Rural Revitalization Strategy

In the context of the transformation of major social contradictions in China,a rural revitalisation strategy has been proposed to solve the issues of "Agriculture,Rural Areas and Farmers".The implementation of the strategy of rural regeneration is linked to the realisation of rural welfare and the incomes of peasants,and is the inheritance and refinement of the new socialist theory of rural construction in the process of realising the common welfare of all peoples.Industrial p rosperity as an essential component of the rural development strategy is an indispensable condition for the promotion of rural economic development and the improvement of peasants’living standards,and the quality development of rural industry is linked to the smooth implementation of the rural developm ent strategy.Since the implementation of the rural development strategy,Shaanxi Province has taken a series of mleasures to drive the promotion of rural industries since the implementation of the rural revitalization strategy,but rural industries have always been at a low level of development,and further efforts are needed to achieve a high level of industrial prosperity.In order to promote the prosperity of rural industry in Shaanxi Province as soon as possible and solve many difficulties in the current rural industry developm ent process,it is necessary to study the development level and the hindering factors of prosperous rural industry.In order to assess the development level of rural industrial prosperity in Shaanxi,panel data from ten cities in Shaanxi:Xi’an,TongChuan,Xianyang,Baoji,Weinan,Yulin,Yan’an,Hanzhong,Ankang and Shangluo from 2012 to 2021 were selected to develop a rural industrial prosperity assessment index system,and the indexes were screened by the ill-condition index cycle analysis method and correlation analysis method,establish a scientific indicator system to assess industrial prosperity in rural areas,weight the indicators and measure the level of development of industrial prosperity using the AHP entropy method;measure the level of development of industrial prosperity and its secondary indicators using the AHP entropy weighting method;introduce a linkage degree and linkage coordination degree model to study coordinated development between systems.The empirical results show that:the development level of prosperous rural industries in Shaanxi Province shows an increasing trend between 2012 and 2021,rising from 0.357 in 2012 to 0.636 in 2021,gradually changing from a lower level to a good level.Among the secondary indicators,agricultural production,industrial efficiency and technological innovation show fluctuating increases,while industrial integration and green development remain basically unchanged,and the level of industrial efficiency and industrial integration development is always low.The level of rural industrial prosperity in each municipality has increased year by year;the levels of agricultural production,industrial efficiency and industrial integration fluctuated and increased before the implementation of rural development measures,but both have experienced stable growth since the implementation of rural development measures,and the level of green development remained basically unchanged except for some areas;the overall coupling degree and coupling coordination degree of the rural industrial prosperity system in Shaanxi Province have increased year by year,from the grinding stage transformed into a high coupling stage,but the coupling coordination degree is still weak and inconsistent,and much remains to be done to achieve quality coordination between the systems.;the main obstacle factors in each city changed during 2012-2021,but science and technology innovation is always the main obstacle factor,followed by agricultural production and green development,as impediments to agricultural production decrease year by year and rural revitalisation strategies are further promoted,green development poses higher demands,and the barrier degree of green development has increased year by year.Finally,according to the main obstacle factors,relevant suggestions for countermeasures for strengthening the development of Shaanxi’s thriving rural industry are identified in five aspects:playing a leading role in government,improving agricultural production capacity,promoting industrial integration and development,strengthening support for agricultural science and technology innovation,and promoting sustainable agricultural development.
