In March 2017,the 2017 Work Plan for the Prevention and Control of Air Pollution in Beijing-Tianjin-Hebei and Its Surrounding Areas issued by the Ministry of Environmental Protection pointed out that clean heating in winter should be comprehensively promoted in"2+26" cities,requirin g each city to complete the clean heating renovation project for rural residents.According to the"coal to gas" policy,clean heating is gradually supported by relevant policies,and new heating will gradually replace coal and other polluting heating methods.According to the requirements of the plan,Y City is a pilot city for clean heating in the "2+26"pilot.Since 2018,the relevant work of "coal to gas" has been comprehensively promoted,and the implementation plans of "coal to gas" and "coal to electricity" have been issued simultaneously.The plan requires that the construction and operation of the coal to gas project be basically completed by 2021.This paper analyzes the rural "coal to gas" business of X Gas Company through the policy research of "coal to gas",according to the system theory tools and management theory,taking the implementation of "coal to gas" policy and project implementation of X Gas Company as an example,and finds some problems in the im plementation process of "coal to gas".The implementation of the "coal to gas" policy in rural areas has improved the ecological environment in rural areas,and the air quality in rural and urban areas has been significantly improved.However,in the process of carrying out the "coal to gas" business,there are problems such as the continuity of policy implementation,regional competition,project quality and late operation problems,safety awareness and legal norms,upstream gas sources and guaranteed supply efficiency.The main reasons are:the policy implementation is not continuous,regional vicious competition Due to the short construction period,the project quality is not up to the standard,resulting in potential safety hazards in later operation,poor safety awareness and non-standard laws,and the signing of upstream gas source contract does not meet the demand.In view of the above problems and reasons,this paper,through effective analysis methods,analyzes its external and internal environment,and puts forward seven development countermeasures:first,optimize the gas source structure to increase the proportion of PetroChina,and try to sign the PetroChina contract with the long-term as the starting point,and second,guarantee the gas supply through the signing of three gas sources;The second is to improve the safety awareness and safety knowledge of rural residents through safety publicity and training,ensure the safety of safety devices in place,strengthen the security inspection and troubleshooting,pay close attention to the rectification of hidden dangers,and ensure the safe operation and service of gas;Third,through the analysis of competitors,the combination of"peace talks" and the merger of enterprises,the realization of a unified market and the avoidance of adverse effects of vicious competition;Fourth,through analyzing the price factors,do a good job in price management,and form a price mechanism to ensure the long-term development of enterprises.Fifth,through the analysis of relevant government policies,strengthen the communication between government and enterprises,and create a benign business environment for enterprises.Sixth,strengthen the company’s enterprise management,improve the level of financial management,strictly control expenses,improve the competitiveness of enterprises through management,and improve the efficiency of enterprises.Seventh,the national double-carbon target and the long-term development analysis of energy need to layout and develop new energy.This paper,taking the actual situation of the coal-to-gas transformation of X Gas Company as an example,uses SWOT matrix and other analysis to find out the strategy for the development of the coal-to-gas business,which has great reference value for its future development.At the same time,it also has certain reference significance for other urban gas enterprises involved in the coal-to-gas transformation.
