Research On The Influence Of Standardization On Economic Opening

The introduction of the new development pattern of "domestic circulation as the main body and domestic and international circulation promoting each other" marks a stage change in the major strategic deployment of China’s economic system reform and thus gives a richer connotation to economic opening,which is not purely oriented to international opening,but also focuses on inter-regional opening within the country,i.e.The "inner circle".As a global "common language",standards are an important cornerstone for the transformation of China’s economy from a high-speed development stage to a high-quality development stage,and a key to enhance the competitive advantage of enterprises in the international market,which can not only effectively promote international openness,but also play an increasingly prominent role in promoting inter-regional economic openness,with standards increasingly becoming an important response to the strength of enterprises,industries and even countries.An important response to the strength of enterprises,industries and even countries.Chinese standards are one of the important technical solutions to promote economic restructuring and participate in global governance.With the deepening development of economic globalization,trade activities are becoming increasingly complex,but the phenomenon of counter-globalization still occurs from time to time,and the market protection policy represented by technical barriers to trade has become a common means used by various countries,resulting in international competition has also entered a new stage of development,and the international economic situation has both opportunities and challenges.In the global situation where standardization has become an important means of international competition,the national "14th Five-Year Plan" and the outline of the 2035 Vision have incorporated the double-cycle development pattern into the economic development ambition,so an in-depth analysis of the mechanism and impact of standardization on economic openness is of great importance to the construction of the overall national strategic standard system and the realization of a higher level of national It is undoubtedly of great theoretical and practical significance to build an overall national strategic standard system and achieve a higher level of national economic opening pattern.How to further meet the wave of economic opening with an open attitude at a higher level,how to further embed standardization and economic opening into the track of high-quality economic development,how to promote the positive interaction between internal and external cycles based on the domestic cycle has become a major important issue for the sustainable development of China’s economy.Based on this,this paper summarizes the impact of standardization on economic openness from the theoretical perspectives of reducing information asymmetry,promoting technological innovation,production complementarity and network externality,and constructs a comprehensive evaluation system of economic openness based on two levels of inter-regional openness and international openness,including17 measurement indicators,in an attempt to explore the impact of standardization on economic openness from a relatively comprehensive perspective.In terms of empirical research,the article constructs fixed-effects models and PVAR models to study the impact of standardization on economic openness based on inter-provincial economic openness panel data from 2003-2019.From the static image,standardization can significantly promote economic openness and has a significant positive effect on economic openness.From the dynamic impact,standardization can have a transient inhibitory effect on economic opening in the short term due to the relative backwardness of technology level;in the long term,standardization has a positive promoting effect on interregional opening,international opening and overall economic opening.Finally,on the basis of theoretical discussion and empirical analysis,relevant suggestions are made in terms of improving the standardization construction system and enhancing the standardization capacity;promoting the internationalization of standards and the interconnection of domestic and international standards;encouraging the cooperation and research among industries,universities and research institutes and strengthening the standard awareness of the main body;enhancing the level of external opening and optimizing the economic opening pattern,so as to provide reference values for achieving high-quality economic development.
