Urban land planning and market in China have been basically completed,and the residential land can be transferred in an orderly manner according to current laws.However,rural homestead land circulations are still in the exploratory stage,restricted by the poor and weak foundations,underdevelopment status,and other influential factors of rural areas.It resulted in the slow progressing of rural economy development and the unification of urban and rural land markets.Under the the perspective of rural revitalization,it is significant to solve the contradiction between supply and demand of land resource utilization in China for the Rural Revitalization,by improving rural homestead land circulations,revitalizing rural homestead land assets,and protecting the legitimate rights and interests of farmers and herdsmen,and increasing their income.This study selected Inner Mongolia as the study area,and explored the existing problems in the utilization and management of rural homestead land through analyzing land utilization and management,system reform,and circulation status of homestead land.Field research method was adopted to conduct a questionnaire survey measuring the homestead land circulation willingness of farmers and herdsmen in three typical areas.A Binary Logistic Regression model was used to study the relations between the willingness and influential factors.Based on the comprehensive analysis of influential factors of homestead land circulation in Inner Mongolia,the path of homestead land circulation was explored and the following conclusions were drawn.(1)By analyzing the utilization and management,system reform and circulation status of homestead land in Inner Mongolia,we identified some problems in its circulations,such as,unreasonable layouts,considerable amount,lagging planning,insufficient processes of registration and certification,multiple pieces of homestead land for one household,many illegal homestead land cases,activation of hidden land markets.These problems influence the effective of homestead circulation in the study area.(2)Through the study of homestead land circulations in agricultural areas,semi-agricultural and semi-pastoral areas,and pastoral areas in Inner Mongolia,the influencing factors and impacts for homestead land circulations among the three areas were different.The most significant influencing factors of homestead circulation in agricultural areas are health status,education level,the number of homestead lands,the distance between homestead land and urban areas,cognition of homestead circulation,and the intention of transferring to urban residents;the significant influencing factors are the number of migrant workers and labor force,the homestead land area,and compensation method of homestead circulation.The most significant factors influencing homestead circulation in semi-agricultural and semi-pastoral areas include the distance between homestead land and urban areas,the intention of transferring to urban residents,and the willingness of withdrawal from contracted homestead lands;the significant factors include the homestead land area.The most significant factors influencing homestead circulation in pastoral areas are social security payment of family members,the number of homestead lands,cognition of homestead land ownership and circulation,the intention of transferring to urban residents,homestead land circulation compensation methods,the significant factors are family size,urban housing and relocation of impoverished residents,the distance between homestead land and urban areas,benefit distribution approaches of homestead land circulations.(3)The fundamental factors of homestead land circulations in Inner Mongolia were the rural economic development level and the urban-rural integration level.The living conditions of farmers and herdsmen were the direct factors affecting the circulations of homestead land,while the implementation of rural homestead land policies was the guaranteed factor.But these factors have different impacts on the circulations of homestead land in agricultural areas,semi-agricultural and semi-pastoral areas,and pastoral areas.(4)The path of homestead land circulations in Inner Mongolia include homestead withdrawal,homestead sale,homestead rental and homestead mortgage,among which homestead withdrawal is the preferred path.The implementation of homestead land circulation path should firstly consider the local economy,technology,system,etc.,and select suitable path for different situations.Through advancing rural economy and urban-rural integration development,expanding the range of homestead land circulations,establishing standardized trading markets,improving and implementing relevant policies and systems,the homestead land circulations will be promoted according to local backgrounds and conditions.
