| The report of the 20 th National Congress of the Communist Party of China proposes to accelerate the development of the digital economy,promote deep integration between the digital economy and the real economy,and es Tab.lish a digital industrial cluster with international competitiveness.In an increasingly updated era,The development of agriculture and rural areas has had a major impact on future development.In response to the requirements of the rural revitalisation strategy and in order to accelerate the development of the rural economy,rural e-commerce as an important vehicle for rural economic development is facing structural changes in the rural economy.In order to develop rural e-commerce,the improvement of rural e-commerce development policies has been mentioned several times at national level.Central Document No.1from 2014 to 2022,it was clearly proposed to vigorously develop rural e-commerce for eight consecutive years,and rural revitalization is considered a national strategic task to promote the development of rural e-commerce in China.Therefore,developing rural e-commerce in the context of rural revitalization strategy has significant strategic significance.How to develop rural e-commerce more efficiently,and how local governments can cooperate with the state to drive rural areas to develop rural e-commerce,give full play to government functions,and promote the transformation of economic structure in rural areas,have been studied by scholars at home and abroad.Drawing on the existing research of scholars at home and abroad,this paper,based on the actual situation of Heze City,analyses the strategies of the government of Heze City to develop rural e-commerce,conducts an in-depth study of the current situation and problems of the development of rural e-commerce in Heze City,and puts forward corresponding policy recommendations for the problems arising from the development of rural e-commerce in Heze City.Based on the background of rural revitalisation,this study takes the city of Heze as the research object,sorts out the existing rural e-commerce development policies,provides a theoretical basis for analysing the development of rural e-commerce in Heze,and analyses the problems existing in the process of rural e-commerce development in the context of the current situation of developing rural e-commerce in the Heze region,such as the existence of deviations in government functions and positioning,insufficient government publicity for rural e-commerce,insufficient government awareness of the introduction of e-commerce talents and This paper identifies four dimensions and12 factors that influence the development of rural e-commerce in Heze,and designs a questionnaire for the study.This paper analyzes the weight of each dimension by conducting weight analysis on the research data and calculates the weight of each dimension through the hierarchical analysis method,and analyzes the influencing factors affecting the development of rural e-commerce in Heze City through the weight results,including government policies,market supervision,public services and industrial guidance;this paper puts forward suggestions based on the problems arising from the development of rural e-commerce in Heze City,by enhancing the role of government planning and guidance,strengthening government.This paper makes recommendations based on the problems and factors affecting the development of rural e-commerce in Heze,which can be improved by enhancing the role of government planning and guidance,strengthening government policy support,optimising government public service capacity and government supervision and management of the market.In conclusion,it is important to play the role of top-level government design,strengthen the cooperation between the government and enterprises,social organisations and other parties,and clarify the existing problems of rural e-commerce in Heze,so as to build a more efficient rural e-commerce and drive the high-quality development of Heze’s rural economy. |
