Abstract Research On Safety Supervision Of Imported Food Under Institutional Reform

With the supply chain of imported food becoming longer and more complex,traditional and non-traditional food safety problems are emerging,the number and scale of food safety incidents are increasing.The regulatory framework for imported food in our country is basically a product of the planned economy in the early 1970 s and 1980 s.Under the background of the rapid development of food industry and the continuous improvement of people’s demands,the original supervision of imported food exposes various problems and needs improvement.Since the reform of customs inspection and quarantine,the customs has made constructive exploration on the basis of the improvement of the administration of the safety supervision of imported food subject to the original inspection and quarantine,constantly weed through the old and bring forth the new in the administration of enterprise record-filing,paperless visa and other aspects,and the administration of the safety supervision of imported food tends to develop in an electronic and intelligent manner,with the efficiency gradually improved.The supervision of imported food belongs to the government’s public management,and its mode must conform to the principle of public management.Responsible government is one of the basic values of modern democratic politics.It requires the government to respond to the basic demands of the society and the people effectively.Based on the questionnaire survey of Huangpu customs supervision objects and insiders,and combined with the author’s own understanding,this paper describes and analyzes the problems and causes of inspection and quarantine supervision of imported food in Huangpu customs area.This study holds that: at present,there are some problems in the law enforcement equipment,inspection premises,laboratory testing capacity,laws,regulations and system construction,inspection and quarantine inspection methods and other aspects in the inspection and quarantine supervision of imported food of the Huangpu Customs.The reasons for these problems include: the shackles brought by the 2009 version of the Food Safety Law have not been completely eliminated,the upper law has set up the limited follow-up supervision authority of the inspection and quarantine institutions over imported food,the current follow-up supervision means of the inspection and quarantine departments are very limited,the managers of the Huangpu Customs emphasize education and training on management concepts but neglect hardware guarantee,the limitations of the laboratories established under the Huangpu Customs.This paper analyzes the general trend of the supervision reform of the inspection and quarantine of imported food,and concludes that in the future,the law enforcement of the inspection and quarantine of imported food will be more extensive,the law enforcement means will be more abundant,and the business structure and operation process of the supervision will be reformed.At the same time,this study also summarizes the advanced experience of the USA,Japan and EU.The USA’s enhanced sampling and automatic detainment measures based on risk analysis,Japan’s graded inspection system based on the quality safety level of imported food,and EU’s early warning system based on the sharing of risk information among member states provide reference for this study to improve the Huangpu customs inspection and quarantine supervision measures.Finally,according to the causes of the problems in the supervision and administration of the inspection and quarantine of imported food in Huangpu River,the requirements of the general trend of the reform of the supervision and administration of the inspection and quarantine of imported food,and the advanced experience of the three countries and regions including the United States,Japan and the European Union,this study puts forward some countermeasures to improve the supervision and administration of the inspection and quarantine of imported food in Huangpu River,including: improving the supervision and law enforcement facilities and equipment,solving the problem of incomplete inspection and quarantine capacity of laboratories,establishing and operating the risk management system,taking the integration of customs and quarantine as an opportunity to enrich the means of supervision and administration,ensuring the smooth transformation of the work process and business structure at the grassroots and top levels,and guiding enterprises to make use of the policy advantages of the comprehensive bonded zone to reasonably save the customs clearance costs.
