Import And Export Food Safety Regulatory Issues And Countermeasures In China

Food security is provided with attributes of indivisible utility, non-competitive consumption and exclusive profit. Therefore, food quality security has the same properties with public commodity. As a nation with largest population, food supply has obtained remarkable achievement in terms of both domestic demand and export for foreign exchange.Nevertheless, simply focused on the food supply system based on its volume, the domestic security supervision with respect to stock supply, production environment, process, packaging and sales witnessed severe impropriety. The issue of food security has been concerned to the society. Frequent negative food security news has significantly affected our exported food international marketing share. Excused by unqualified food health quarantine, some imported country or national authorities prohibited our exports or upgraded inspection standards. By means of various "technology barrier" and "green barrier", quantities of exports have been restrained. Such growing phenomenon has heavily affected the gains of trade as WTO membership.Food poisoning and other food-based disease have directly raised citizen's medical expense and fiscal pressure, which contributes to serious financial loss. While happened upon food security issue, the negative impacts existed are not only human health damage, but also corresponding mental disorder. With the improvement of technology, newly applications such as transgenic, irritation and nanometer have dramatically complicated all the harmful species and origins, which leading to the follow-up risk issue.Applied with public management, this thesis will focus on the angle of national security to analyze China's import and export food security regulations, fundamental principles and supervision model. Meanwhile, compared with corresponding philosophies in developed countries, refining policies in conference with import and export food security will be put forward in terms of the visual gaps amongst legal system, supervision structure, inspection standards and risk evaluation.
