Study On The Coordinated Development Of New Urbanization And Agricultural Modernization In The Yangtze River Delta

Compared with traditional urbanization,new urbanization pays more attention to the integrated development of urban and rural areas,and pays more attention to the sustainable and healthy development of agriculture and food,ecology and environment.Agricultural modernization refers to the process of realizing agricultural mechanization,industrialization,informatization and sustainable development through gradual application on the basis of traditional agricultural development,and transforming it into modern agriculture.The report of the 18 th National Congress of the Communist Party of China proposed to take the road of simultaneous development of new industrialization,informatization,urbanization and agricultural modernization with Chinese characteristics,and emphasized that the interaction between new urbanization and agricultural modernization is the core of the simultaneous development of the " four modernizations " and the source of power to promote the sustainable development of China ’s economy.The report of the 19 th National Congress of the Communist Party of China formally proposed the implementation of the rural revitalization strategy and accelerated the development of agricultural and rural modernization.The report of the 20 th National Congress of the Communist Party of China emphasizes that we should ’ accelerate the construction of a strong agricultural country ’,and at the same time,we should vigorously promote the construction of new urbanization with people as the core,and clarify the direction and goal for the development of agricultural modernization and new urbanization in China.In recent years,the Yangtze River Delta region has been continuously promoting integrated development,and the comprehensive level of new urbanization and agricultural modernization has been rapidly improved.However,at this stage,the linkage and mutual promotion effect between the two has not been fully exerted,and there are still situations in which each is independent,self-service,and collaborative development is insufficient;at the same time,the relationship between rural and urban areas is not coordinated,the economic structure is unreasonable,and the economic development differences between regions and regions are large and unbalanced.Therefore,it is of great practical significance to explore the coordinated development of new urbanization and agricultural modernization in the Yangtze River Delta region for realizing the coordinated and integrated development of urban and rural areas and promoting the highquality development of regional economy.Based on the research progress of new urbanization and agricultural modernization at home and abroad,this thesis constructs an index system to evaluate the development level of new urbanization in the Yangtze River Delta region from five dimensions : economy,society,population,land and ecology by analyzing the basic theory of " two modernizations" and the development status of " two modernizations " in the Yangtze River Delta region.The index system for evaluating the development level of agricultural modernization in the Yangtze River Delta region is constructed from four dimensions : agricultural production input,agricultural comprehensive output,rural social economy and agricultural ecological development.The index data of new urbanization and agricultural modernization in 41prefecture-level cities in three provinces and one city in the Yangtze River Delta from 2012 to 2020 are selected.The geometric mean of the weight is obtained by the entropy weighting method and the coefficient of variation weighting method as the final weight of each index.The comprehensive development level evaluation model is used to measure the comprehensive development level of " two modernizations " in the Yangtze River Delta region.The factors affecting the development process of " two modernizations " in the Yangtze River Delta region are analyzed from the criterion layer and the index layer,and the coupling coordination degree model is used to measure and analyze the coupling degree and coupling coordination degree of " two modernizations " in the Yangtze River Delta region.The coupling and coordinated development trend of ’ two modernizations ’ is explored from the system level.The results show that the comprehensive development level and coordinated development degree of " two modernizations " in the Yangtze River Delta region show a steady and good development trend from 2012 to 2020.The coupling and coordinated development of " two modernizations " in 41 prefecture-level cities is quite different and unbalanced.The coordinated development degree of " two modernizations " has a positive correlation with the comprehensive development level of " two modernizations." It shows that by accelerating the construction process of " two modernizations " in the Yangtze River Delta region and promoting the comprehensive development level of " two modernizations," we can promote the better coordinated development of " two modernizations." In view of the above conclusions,it is proposed that the Yangtze River Delta region should adhere to the integrated planning to promote the construction of new urbanization,scientifically coordinate and rationally allocate land,population,ecology and other factor resources,optimize and coordinate the spatial layout of cities and towns,fully release the radiation driving effect of urban agglomeration,and promote the construction of a new urbanization pattern of coordinated development of cities and small towns of different scales in the region.It is necessary to promote the integrated development of regional agriculture,comprehensively utilize agricultural resources,coordinate the development of agricultural industry,realize the complementarity of advantageous and characteristic industries,and explore the development mode of agricultural industry suitable for the local area.At the same time,it advocates green production and lifestyle,and adheres to the road of green sustainable development.
