The transformation and development of state-owned enterprises has come to an end.As an important starting point of the investment and financing system of governments at all levels,local government investment and financing platform companies play a significant role in the development of the national economy,and are also an important component of the reform,development and transformation of state-owned enterprises.In this form,how to improve the core competitiveness of local government investment and financing platform companies,to achieve long-term development,to strengthen performance assessment is an important means.But from the current point of view,there are many problems in the performance appraisal of H company,resulting in the lack of enthusiasm and competitive consciousness of employees.Based on the strategic objectives of Company H,this paper designs a performance appraisal scheme suitable for the development of the enterprise through analysis and research on the organizational structure,personnel structure and the current performance appraisal scheme,and stimulates the vitality and enthusiasm of the employees with a more scientific and more in line with the actual operation appraisal way,so as to achieve the development goals of the enterprise.This paper takes H Company as the research object.Based on the study of relevant domestic and foreign literature and the support of relevant theories of performance appraisal,it adopts the form of individual interview.From the perspective of management and grass-roots employees,it summarizes the problems in the performance appraisal of H company,such as unreasonable assessment cycle setting,incomplete assessment content,unscientific assessment methods,imperfect assessment process and single application of assessment results.In view of the existing problems,this paper optimizes the principles and objectives of performance appraisal,the setting of assessment indicators,cycle and process,etc.Comprehensive use of balanced scorecard method,key performance indicators method,360 degree performance appraisal method,strengthen the application of assessment results,and from the ideological guarantee,system guarantee,cultural guarantee,organizational guarantee for the smooth implementation of the performance appraisal program provided safeguards.
