Evaluation Of Certification And Accreditation In Promoting High-quality Development Of Export Manufacturing In The Guangdong-Hong Kong-Macao Greater Bay Are

The high-quality development of industries has become a fundamental proposition for building a modern economic system in China,and it is the realization and sublimation of China’s industrial economy towards the middle and high end in a wider range and deeper level.At present,the quality development of China’s manufacturing industry is not high.Although some manufacturing industries have approached or caught up with international leading levels,they are still at the middle and low end of the industrial chain and value chain as a whole.Certification and recognition is an internationally recognized market credit protection mechanism and trade facilitation tool.Practical experience and research results at home and abroad show that certification and recognition play an extremely important role in promoting highquality industrial development at both the micro and macro levels.Therefore,this study selects the export manufacturing industry in the Guangdong Hong Kong Macao Greater Bay Area as the research sample object,empirically analyzes the impact of certification and recognition on the high-quality development of the industry,analyzes the utility level and shortcomings of certification and recognition in promoting the export manufacturing industry at three levels: optimizing industry structure,improving quality level,and enhancing scientific and technological innovation ability,and systematically,normatively,and dynamically provides quantitative evaluation results of the promotion utility.The existing research results at home and abroad have laid the theoretical foundation for this article’s research.The main research work of this article is as follows:(1)From the perspective of industrial development,a theoretical model for high-quality development of export manufacturing industry with structural optimization,quality progress,and technological innovation as the core content is proposed.The hesitant fuzzy entropy weight and TOPSIS method are introduced to empirically analyze the current situation,trend,and gap of high-quality development of export manufacturing industry in the Guangdong Hong Kong Macao Greater Bay Area.(2)The BE evaluation technology system for certification and recognition is constructed from two dimensions:industry certification foundation and industry certification implementation.The entropy weight EDAS method is introduced to measure the overall level of implementation and application of certification and recognition in the export manufacturing industry in the Guangdong Hong Kong Macao Greater Bay Area.(3)Due to the fact that only 12 industry sample objects in this article belong to the analysis under small sample conditions,it is difficult to achieve good results using correlation analysis and regression analysis.Therefore,this article uses the Deng’s grey correlation analysis model,which requires less sample size,to analyze the macro impact of certification and recognition on the high-quality development of export manufacturing industry.This study found that:(1)the overall quality inspection and certification recognition of the export manufacturing industry in the Guangdong Hong Kong Macao Greater Bay Area is at a moderate level,and the implementation level of certification is an advantage of the export manufacturing industry in the Guangdong Hong Kong Macao Greater Bay Area.There is significant room for improvement in the certification recognition foundation;(2)The high-quality development level of export manufacturing industry is generally above the average level,and the industry structure level is an advantage of the export manufacturing industry in the Guangdong Hong Kong Macao Greater Bay Area.However,the development of industry quality is not optimistic,and the overall level of technological innovation is not high;(3)The recognition of quality inspection and certification has a certain macro promoting effect on the high-quality development level of the export manufacturing industry in the Guangdong Hong Kong Macao Greater Bay Area,mainly reflected in the promoting effect of the "certification foundation".In summary,this article proposes the following suggestions:(1)Deepen the reform and innovation of the certification and recognition system;(2)Enhancing and enhancing the effectiveness of certification and recognition in promoting high-quality industrial development;(3)To strengthen the construction of national quality infrastructure NQI;(4)Vigorously implementing brand strategy;(5)Promote the agglomeration development of certification,recognition,inspection and testing industries.
