As an important issue of general concern to the community,as well as the foundation of governance in society,the No.1 Document of the Central Government in 2023 proposed to develop a countryside leadership system under the guidance of the Party,and to improve the performance of countryside governance through the function of primary party groups at the political and organisational levels.In recent years,rural areas across the country have formed their own distinctive rural governance models,such as the "Party building + three governance integration" rural governance model in Plain County,Shandong Province,and the "four-level approach" in Qionghai City,Hainan Province,which insists on the Party building as the leader to continuously achieve grassroots In Zhejiang Province,the city of Jiande has adopted the model of "going to villages without missing households and seeing cadres in every household",which focuses on the initiative of the grassroots;in Shanxi Province,Changzi County,multi-faceted mediation has brought about "four downs and two ups" in rural governance,advocating the involvement of a variety of main bodies in countryside administration and advancing the formation of a common construction The common governance and sharing pattern.Practice in various places proves that tightening and enhancing the development of the Party at the primary stage,creating innovative discussion and consultation forms,innovating grassroots governance methods,strengthening the linkage between the county and village levels,and guiding the participation of multiple subjects can effectively solve the difficult points in rural governance.As the only agricultural and pastoralist township in Karamay District,Xiaoguai Township proposed the "Five Governance Integration" rural governance model in 2021,in which Party building leads rural revitalization and Party building leads rural governance,and the two are integrated with each other to establish a system of urban political,rule of law,moral,self-governance and wisdom governance with the strengthening of basic farming party organisations as the core.To promote the modernization of rural governance.This thesis takes the "five governance integration" rural governance practice in Xiao Guai Township as an example,on the basis of the elaboration of management theories,theories of sound management and rural governance theories,the use of the literature survey approach,on-site research study method and survey method and other research approaches,through the use of hierarchical analysis and fuzzy comprehensive evaluation as a tool evaluation system to evaluate the "five governance integration" rural governance practice in Xiao Guai Township.The five aspects of "five governance integration" rural governance are comprehensively analysed.Firstly,we describe the overall situation of rural governance in Xiaoguai Township,analyse the background,governance regime and initiatives of "five integrated governance" in the township;next,we use the AHP method to construct the evaluation system of "five integrated governance" in the township.Secondly,the AHP method was used to construct the evaluation system of "five governance integration" rural governance and to distribute the weights,and the results of the evaluation were analyzed by using the method of overall fuzzy assessment to evaluate the five aspects of rural governance.Based on the evaluation results,the evaluation concluded that there is a shortage of composite talents in rural governance,insufficient means to create a cultural atmosphere in the village,the construction of the rural legal system needs to be strengthened and the construction of the leading force of wisdom and governance is insufficient.Finally,based on the above problems,we propose countermeasures of strengthening the basic organization development and and reserve forces,the propagation of law and legal capacity in the rural villages,the development of spiritual civility in rural areas,and the perfection of the construction of rural wisdom and governance system.From the research of this thesis,we can see that it is necessary to promote the "five governance fusion" rural governance model to improve the rural governance capacity of Xiao Guai Township,and provide some useful reference for other rural areas to carry out the "five governance fusion" rural governance.
