State-owned enterprises,as the backbone of China’s market economy,play a “ballast”role in China’s economic development.At the same time,there is a mutually reinforcing relationship between the development of state-owned enterprises and the implementation of national policies.Specifically,it refers to the fact that the implementation of national policies depends on state-owned enterprises playing a leading role,to a certain extent,while the development and growth of state-owned enterprises also depends on the inclination and support of national policies.As for an enterprise,a scientific and reasonable development strategy will directly affect its development prospect.Therefore,this paper takes the rural revitalization strategy as the research background,state-owned agricultural enterprises as the basis.Simultaneously,quantitative and qualitative analysis methods such as Analytic hierarchy process and SPACE matrix analysis method are used to study the developmental strategies of state-owned agricultural enterprises,which will provide referential experience and policy suggestions to solve the current development of state-owned agricultural enterprises.This paper,company M used as the research object,investigates the development strategy positioning and strategic choices of state-owned agricultural enterprises in the context of rural revitalization strategy,using company M as the research object.Firstly,we qualitatively analyzed the internal and external environment of company M by field investigation and analysis,and the problems of the development strategy of state-owned agricultural enterprises are summarized.And found some problems in the sustainable development of this agricultural company are found,including inefficient management,irregular operation,unscientific strategic planning for development,and lacking excellent and professional talents.In addition,the state-owned agricultural companies also have problems common to other state-owned enterprises at moment,including concretely limited conditions of enterprise development,heavy social responsibilities and closed geographical environment,which make it difficult to effectively integrate various production factors,to fix on product prices,and to confirm property relations and property liabilities.Secondly,experts,in the industry and internal managers of the company,are hired to compare the importance of each index of internal and external factors of company M.At the same time,it calculates the weight of each index by using hierarchical analysis,and grades each index,and ultimately determines the quadrant of company M in the SPACE matrix and the strategic position of company M according to the corresponding proportion and average score of each index.The research shows that company M should adopt aggressive strategy.On this basis,this thesis selects the corresponding strategic objectives,proposes the vertical integration tactical measures and the corresponding guarantee measures for the development status and strategic positioning of company.The targeted measures proposed further enrich the developmental strategy theory of state-owned agricultural enterprises and provide practical reference value for the formulation of development strategy of state-owned agricultural enterprises in this thesis.This not only accelerates our country agricultural modernization process,but also has certain reference significance for other types of agricultural enterprises’ horizontal and vertical development.
