Study On Peasant Household Participation In The Development And Construction Of Pastoral Complex

In the process of the vigorous development of rural tourism,various new forms of rural tourism emerge in an endless stream.These new forms of rural tourism are required to meet the needs of the development of new urbanization and the construction of a new socialist countryside,and at the same time be linked to the high-quality development of tourism.Among them,due to the comprehensive characteristics of ecological,economic and social benefits,the pastoral complex has become an innovative tourism product that combines "three kinds of life" and a variety of resources and functions.At present,the construction of pastoral complexes has been widely carried out in the country,and the participation of farmers is the core wing of the pastoral complex.However,relatively speaking,the research on the participation of farmers in the pastoral complex is scattered and lacks systematization,which is far from satisfying practical needs.Taking F Pastoral Complex in the Gaochun District of Nanjing as an example,this paper attempts to analyze the problems existing in the process of farmers’ participation in complex construction and puts forward further improvement measures.This study is a combination of literature research and empirical research,mainly qualitative research,supplemented by quantitative research.According to the research idea of "literature research--empirical research--analysis and summary",based on the experience economy theory,stakeholder theory and sustainable tourism development theory.Relevant methods such as case analysis,semi-structured interview,questionnaire and literature research were used to investigate and study the construction situation of the F pastoral complex,the breadth,depth,motivation,mode and effect of farmers’ participation,etc.,to sort out the current situation and main problems of farmers’ participation in F Pastoral Complex,and put forward corresponding strategies.It is found that farmers’ participation in the construction of F Pastoral Complex is mainly in the form of individual hosts,farmer’s pleasure operators,hotel management personnel,complex agronomy,tea plantation personnel and comprehensive service industry participants,which reflects strong universality.Farmers’ participation in the construction of pastoral complexes can be roughly divided into development and construction participants,operation and management participants,flexible participants,etc.,which reflects a certain depth of participation.At present,farmers’ participation in F Pastoral Complex can be divided into four types: extensive management type,self-employment type,model participation type and follow-suit participation type.Different types reflect the different motivations of farmers’ participation in the construction,which are reflected in economic income,social interaction,people’s livelihood,nostalgia and other aspects,and corresponding positive and negative effect feedback.At present,there are three major problems in farmers’ participation in pastoral complexes,including upper-level policy guarantee for farmers’ participation,capital market and farmers’ industrial competition,and farmers’ own management.The reasons for the existing problems lie in the imperfect policy guidance mechanism of the grass-roots government,the immature process of planning and coordinating farmers’ participation in cooperation and the lack of the main body status of farmers’ cooperation and participation.Finally,according to the causes of the problems,the paper puts forward some effective countermeasures for the participatory development of the pastoral complex,including improving the farmers’ cultural level,weakening the farmers’ industrial dependence,and enhancing the farmers’ employment ability to mobilize the autonomy of farmers in the pastoral complex.Enhance the competitiveness of the complex by attracting high consumption groups,improve the rural investment environment to enhance the market value,ensure the market stability by updating the farm products and guarantee the coordination mechanism of the complex market.Through community participation to guide the development of the pastoral complex,expand the enthusiasm and participation ways of farmers’ community participation,improve the basic environment of rural community governance,enhance industrial value and other ways to give full play to the functions of the community in the pastoral complex.
