Since the introduction of a series of seed industry reform policies in the 90 s of the 20 th century,China’s seed industry has made remarkable achievements,but there is still a big gap compared with developed countries,in order to ensure food security,the central government proposed to fight the battle of turning over the seed industry,which has brought great challenges to the development of China’s seed industry enterprises.At present,the salary system of grassroots employees of China’s seed industry enterprises is not perfect,the enthusiasm of grassroots employees is not high and the loss is serious,and the competitiveness of seed enterprises has been greatly affected.Therefore,this study is of great significance for the optimization and competitiveness of FL seed companies and other seed enterprises.Based on the theoretical research of comprehensive salary theory,demand hierarchy theory and salary system,this paper analyzes the current situation of the salary of the company’s grassroots employees,designs a questionnaire based on the actual situation of the salary of the grassroots employees of FL Seed Company,explores the satisfaction of the grassroots employees with the existing salary,analyzes the problems and causes of the salary system of the grassroots employees of FL Seed Company,and then puts forward the optimization strategy and safeguard measures of the salary system of the grassroots employees of FL Seed Company.FL Seeds’ grassroots employee salary system optimization strategy mainly includes economic salary system optimization and non-economic salary system optimization,among which the economic salary system optimization measures are: optimizing the salary structure,strengthening the standardization of performance appraisal,improving the guarantee role of allowances,and optimizing the welfare management system;The non-economic salary system optimization measures are: to improve corporate culture,employees’ personal growth experience and leadership,establish professional and technical development channels,optimize organizational structure,and create a good team atmosphere.The study has a strong guiding role for how to formulate its salary incentive mechanism and improve the management system of FL Seed Company,and also provides an important reference for the establishment of a replicable and generalizable grassroots employee salary management system for the same type of state-owned enterprises.
