China’s economic development is facing an important stage of transformation and upgrading,and innovation has become a key driving force for promoting the improvement of total factor productivity.As a gathering place for various innovative elements and resources,cities play an important role in the regional innovation system and are the core link of the national innovation system,providing solid support for achieving high-quality development.However,urban development also faces diversified transformation requirements.In the context of in-depth implementation of the national innovation driven development strategy deployment and the National Science and Technology Innovation Conference,implementing innovative city pilot policies can continuously inject a source of driving force into regional economic and social development.The report of the 20 th National Congress of the Communist Party of China emphasized the significant significance of improving total factor productivity and made it a key task to achieve high-quality development.In recent years,China’s comprehensive economic strength has been continuously increasing,but there is still a certain gap in its ability to drive economic development through innovative factors such as knowledge and technology compared to developed countries in Europe and America.Therefore,building innovative cities is an inevitable requirement for improving the national innovation system and an important measure to solve a series of problems in urban development.With the continuous expansion of the scope of innovative city pilot projects,it plays a significant role in achieving innovation driven total factor productivity development in cities.Therefore,it is necessary to conduct a comprehensive evaluation of the effectiveness of innovative city pilot projects.Firstly,use the Global-Malmquist index to calculate total factor productivity and conduct a systematic analysis of its development status.Secondly,this article empirically tests the impact and mechanism of innovative city pilot projects on the development of urban productivity levels through various methods such as progressive double difference,propensity score matching,and spatial econometrics.(1)The regression results show that innovative city pilot can significantly improve urban total factor productivity,and this conclusion is still strongly confirmed after multiple robustness tests.(2)When the innovative city pilot promotes the development of urban total factor productivity,it has spatial heterogeneity and spatial spillover effect on the city level,city size,city location and total factor productivity level.(3)Mechanism testing shows that innovative city pilot policies can significantly improve urban total factor productivity by promoting economic agglomeration,optimizing resource allocation,and technological innovation.(4)The pilot of innovative cities not only effectively improves the total factor productivity development of local cities,but also promotes the TFP level of surrounding cities.Therefore,it is necessary to strengthen the tracking and evaluation of the effectiveness of innovative city pilot projects,summarize the successful experience of innovative city pilot projects,enhance the innovation demonstration effect and spatial spillover effect of pilot cities,promote the orderly flow of regional knowledge,talent,capital and other innovative elements,promote the improvement of urban productivity,and drive high-quality urban development.
