With the rapid development of big data,artificial intelligence and blockchain technology,various industries are facing an unprecedented "Data wave",and data,as an important production factor,is undergoing the transformation process from value accumulation to value play,and data asset management(DAM)is gradually becoming an important tool for public projects to improve management capacity and governance means.Data assets are hidden and non-independent,which makes it difficult for traditional asset management system to manage them effectively.At the same time,under the centralized management of public projects,data assets are scattered,resulting in poor data information security channels and insufficient data value mining.In recent years,although decentralized data asset management has been discussed by scholars,it is mostly used in the fields of supply chain and financial transactions,and there is less research on blockchain technology in data asset management of public projects.Moreover,the existing data asset management research is generally built around a locally constructed private chain,which essentially still defers to the centralized idea of supervising data assets.Based on this,this dissertation takes the current situation of data asset management in a public project management company as a starting point,and develops a concept based on the decentralized structure of blockchain technology to solve the problems of weak data asset management and poor delivery efficiency in the centralized management model.It proposes a decentralized management framework for data assets and a traceability mechanism that includes transaction information,completes the design and deployment of smart contracts,and realizes the link between Polygon blockchain network and data asset management system to achieve real-time update and full traceability of data asset management activities.The theoretical and methodological framework and the system platform developed in this dissertation will enable efficient aggregation and utilization of data assets,reduce "Data silos" and "Information asymmetry" caused by the centralized management model,and promote the whole life cycle of public projects.This dissertation focuses on the following areas The main research work of this dissertation includes.(1)The basic theoretical knowledge of data asset management in public projects is studied,and the overall requirements are sorted out based on the life cycle theory.By analyzing and summarizing the existing asset management results of the project and combining with the decentralized demand scenario,the key processes and technologies characterized in this dissertation’s research are established,including:data asset management process reshaping and optimization of management methods,etc.(2)The factors affecting data asset quality are explored and determined,the asset traceability model of correlated information changes is constructed by relying on blockchain technology,the smart contract supporting traceability is designed and deployed,the data asset traceability scheme is proposed,and the asset inventory process reengineering under multiple consensus mechanisms is carried out.This dissertation takes a public project management company’s data asset management innovation as the research object,and finds that the traditional asset management system and methods cannot effectively manage data assets with multiple sources and heterogeneous structures,and there are problems of data asset loss and low utilization rate.In this regard,blockchain technology is used to provide a credible flow environment for the management of public data assets with the participation of multiple parties and to realize traceable data asset management activities,which plays a greater role in improving data information collaboration and resource sharing ability in the data asset management process,and has certain theoretical significance and practical value.
