| As citizens gradually show their awareness of participating in infrastructure projects,the “free-rider” assumption that citizens have no participation willingness has proved to be unable to cover all citizens’ participation willingness.So,the citizen participation willingness presents a complex and diverse phenomenon.Citizen participation motivation as antecedent variable can provide a source of explanation for the participation willingness.Therefore,this paper constructs a model of citizen participation motivation and willingness in infrastructure projects,which can partially revise and improve the hypothesis of “free-rider”,and provide reference for citizens to actively and effectively participate in the implementation of infrastructure projects.In view of this,firstly this paper identifies the elements of citizen participation motivation in infrastructure projects through literature selection,official government website and various forms of interview.And in the framework of planned behavior theory,motivation elements are summarized as citizen participation motivation dimension.Then the paper classifys the types of citizen participation willingness,and construct the conceptual model of citizen participation motivation-willingness.Secondly,the potential variables of citizen participation motivation are converted into measurement indicators,combined with the classification variables of participation willingness,the initial measurement scale is established.The questionnaire is used to test the pre-test data,and the final scale of citizen participation motivation-willingness is established through exploratory factor analysis and confirmatory factor analysis.Finally,the data are collected by issuing the questionnaire of the final scale,then this paper selects and defines dependent variables and independent variables.This paper constructs a multinomial logistic regression model to obtain the significant results of each variable on participation willingness.Based on the above research,the following research results are obtained.Firstly,the initial element set of citizen participation motivation includes 24 elements,such as self-esteem needs and self-efficacy,which are integrated into three dimensions,participation attitude,subjective norm and perceived behavioral control.Citizen participation willingness is divided into three categories,free riders,gatekeepers and active citizens.Secondly,the developed citizen participation motivation-willingness scale has good internal consistency,aggregation validity and discrimination validity.Thirdly,the established multinomial logistic regression model has good fitting and statistical significance,and four demographic variables such as age,education,occupation and working years have passed the test of significance.At the level of participation attitude,subjective norm and perceived behavioral control,there are 7,3,and 3 variables have significant influence on participation intention.The results show that at the level of demographic variables,citizens aged 51–60,41–50,and under 18 tend to have free-riding willingness,while citizens aged 31–40tend to have positive citizen willingness.Citizens with bachelor’ s degree are more inclined to choose positive citizen willingness.Citizens engaged in individual households or free occupations have weak free-rider willingness,and citizens working in state-owned enterprises,administrative organs or institutions tend to have positive citizen willingness.Secondly,at the level of participation motivation,citizens tend to choose free-rider willingness because of the motivation of self-worth,harvest trust,career development,social factors and hobbies.And citizens tend to choose positive citizen willingness because of self-competence and motivation of environmental impact. |
