If we study it from the actual situation, the effect of the citizen participation in the process of urban public policy performance can possibly be divided into four types: the strong promotion, strong anti- damps, the weak promotion, partly promotion. After the Chinese reform and opening, the urban economy and politics developed fastly, the culture prospered unceasingly, the social structures are harmonious gradually, these all enormously promoted in the development of the citizen participation in the process of Chinese urban public policy performance. while obtaining the achievement, it also has many problems, such as the emotional psychology and behaviors of citizen participation, the administrative participation carrier, the weak participative go-aheadism, unbalanced participation development state and so on.
