| With the deepening of the national requirements for the "systematization,intellectualization,and intelligent combatization" of military products and the comprehensive promotion of competitive procurement policies for military products,aerospace and defense companies have been greatly impacted by the research management methods formed during the planned economy era.In the face of a rapidly changing and unpredictable competitive environment,improving the adaptability and innovation ability of military research institutes to efficiently develop weapons and equipment that are effective,practical,and durable to win competitive advantages has become a hot topic in the reform of military research institute management.Currently,the research projects of S Aerospace Research Institute have new characteristics such as shortened development cycles,increased technical difficulties,and greater system complexity.Research project management has also shifted from single-project management to multi-project parallel management.However,the organizational structure and management model of research project management still retain the state of ten years ago,and it is urgent to change the management model to promote efficiency improvement.This article takes S Aerospace Research Institute as the research object and starts with the research backgroun theories such as domestic and foreign research project management efficiency and influencing factorsd,purpose,and significance.Based on the research on management,the article summarizes the research project management of S Aerospace Research Institute.Secondly,the article briefly introduces the business profile of S Aerospace Research Institute and analyzes the current characteristics of research products and the status of research project management,thereby providing a general understanding of the basic situation of S Aerospace Research Institute.Thirdly,an evaluation index system for management efficiency was established based on the research project management process of S Aerospace Research Institute.The principal component analysis method and questionnaire survey were used for quantitative analysis and evaluation of the research project management efficiency of S Aerospace Research Institute.It was found that factors such as research project management mode,technology status management,and cost management hinder the efficiency of research project management.Therefore,specific measures were proposed,including constructing a matrix organizational model for a multi-project "strategic team",establishing a technical status management system for product spectra,and establishing a target cost-based management mechanism,along with specific guarantee measures to continuously improve the research management level of S Aerospace Research Institute and promote efficiency improvement. |
