Research On Programme Management In A Certain Aerospace Institute

With the rapid development of China's space industry,space research projects have exponential growth.In the case of multiple projects at the same time,frequent conflicts of resources and other issues.How to scientifically coordinate and control multiple projects has become the focus of many aerospace research institutes and the problems to be solved.Project management scholars generally believe that programme management is an effective way of coordination and control of multiple projects,but the application of programme management in China's enterprises is less,and the experience of application of project management in aerospace research institutes is even more difficult.Therefore,this paper tries to do some research on the application of programme management methods in aerospace research institutes,and takes an Aerospace Center as an example to study the management application program of the central project group.Firstly,this paper uses the method of literature research to sort out the connotation and application of the theory of project management,as the theoretical support of the follow-up program design.Then,this paper analyzed the present situation of a space center project organization and management,and summarized that the main reasons for the current project center resource conflict are coordination and control of multi project problem lies in a lack of coordination between the project specific positions or functions,lack of planning stage project target balance and planning,lack of communication between the project execution phase and coordination.According to the problem solving points,determine the integrated design theory of project group management scheme based on the idea of Holzer from the 3D model to construct a space center project group management model,including management organization logic dimension and time dimension-project integrated project management process integration,knowledge dimension-project management elements of integration.On the basis of the structure model of adjustment center,additional project group management level;group management process specification center project,clear the main management activities of the various stages of the projectgroup identification,definition,planning,implementation and closeout and control subject;perfect the management mechanism of group center project.So as to form the overall plan of the management application of a space center project group.Suggestions on the implementation principle,main tasks and safeguard measures of the scheme are also given.This paper is a preliminary exploration on the Project Management Institute of aerospace applications,in theory,in this paper,the design of the space center of a project group management scheme is to enrich and supplement to the theory of project management application;in practice,can guide a group management application space center project,also has certain reference significance to management the application of other aerospace industrial organization project.
