Commercial banks have many tasks,and the existing human resources cannot meet their needs.In order to reduce the bank’s human resources costs,F Postal Savings Bank has adopted the form of outsourcing,outsourcing some positions to third-party human resources companies.Although this employment method can reduce some costs,due to the outsourcing of work positions to third-party companies,there are also many risks such as bank business disclosure,and risk management needs to be strengthened.The thesis conducts research and interviews on the general situation of the human resources outsourcing business of F Postal Savings Bank,and finds that the reasons for adopting outsourcing in human resources can reduce internal management costs,optimize the allocation of F Postal Savings Bank resources,obtain the talents required for the development of the bank,and improve the level of human resources management.However,further in-depth research has found that F Postal Savings Bank’s human resource outsourcing management is relatively backward,risk identification indicators are not comprehensive,evaluation methods are not scientific,and control capabilities are relatively weak.As a result,the bank faces many business risks,with many risk causes.The management does not attach importance to F Postal Savings Bank’s human resource outsourcing business,the bank’s outsourcing management organizational structure is not perfect,and employees lack a sense of identity with the corporate culture.There are many types of risks in Postal Savings Bank,which exist in every stage of human resources outsourcing business,such as decision-making risk,cost risk,function division risk,internal employee risk,etc.in the outsourcing decision-making stage,information asymmetry risk,outsourcing reputation risk,and capability matching risk in the outsourcing selection stage,contract risk in the contract signing stage,corporate culture integration risk,regulatory risk Moral hazard,cost increase risk,and opportunity loss risk are comprehensively evaluated based on the analytic hierarchy process.The evaluation results show that the control ability of these risks is in a low state,which is not conducive to improving the risk control level.Based on cost control theory,information asymmetry theory,and internal control theory,combined with the actual situation of human resources outsourcing business risk management in F Postal Savings Bank,this thesis proposes improvement measures from three aspects: risk identification,risk assessment,and risk control.Firstly,human resources are divided into four stages,which are respectively identifying the risks in the decision-making stage,the selection stage,the contract signing stage,and the contract execution stage;Secondly,select scientific risk assessment methods to improve the accuracy of risk assessment and analysis results.Thirdly,strengthen outsourcing risk control,such as scientifically selecting outsourcing models;Budget control of outsourcing costs;Conduct comprehensive research on the implementation of outsourcing companies;Strengthen the supervision of outsourcing companies;Establish a team responsible for outsourcing contract formulation;The contract terms meet the outsourcing business needs and are legal and compliant;Strengthen communication with outsourcing service providers;Regularly evaluate the outsourcing effect;Establish strategic partnerships with outsourcing service providers.This can effectively improve the risk management level of human resources outsourcing business.
