| As an organic part of digital China,the construction of digital countryside is of great significance to the construction of digital China and the implementation of rural revitalization strategy.Accelerating the construction of digital countryside is not only conducive to accelerating the construction of digital China and the revitalization of the countryside,but also conducive to stimulating the endogenous development momentum of the countryside,improving the level of rural governance and enhancing the overall living service level of the countryside,so as to reconstruct the economic and social development mode of the countryside and realize the transformation and upgrading of the rural economy and society.In order to accelerate the construction of digital countryside,the country implemented the digital countryside pilot work in 2020,which includes four areas in Gaocheng County,Feicheng City,Huimin County and Haiyang City of Shandong Province.As a large agricultural and economic province in China,Shandong Province has a strong agricultural foundation and a complete industrial system.Actively developing digital agriculture through promoting the construction of digital countryside and realizing the comprehensive digital transformation of rural industries can accelerate the process of agricultural and rural modernization.In the 2021 "Outline of the Fourteenth Five-Year Plan and 2035 Visionary Goals for National Economic and Social Development of Shandong Province",Shandong Province proposed to accelerate the development of digital economy,build smart cities and digital villages,and strive to create a model of rural revitalization in Qilu.Therefore,establishing the evaluation system of the effectiveness of the digital countryside construction pilot in Shandong Province can find the advantages and shortcomings of the current development of digital countryside construction,summarize the experience of digital countryside construction in time,and provide useful suggestions for the development of digital countryside in China.Based on theories of digital economy and public services,this paper constructs a digital village effectiveness evaluation system including five primary indicators such as digital infrastructure and digital economy and 12 secondary indicators such as 5G fiber access and express site construction and calculates its comprehensive score by investigating the relevant data of 82 administrative villages in Shandong Province from 2017-2022.The results found that: the overall level of digital village construction in Shandong Province shows a year-onyear rise,among which the pilot areas rose from 0.46 in 2017 to 0.83 in 2022,and after establishing as a pilot in 2020,the comprehensive score of digital village improved significantly faster than that of non-pilot areas,from 0.54 to 0.83,and the contribution of score improvement mainly comes from digital economy,and Huimin County improved most Huimin County has the most significant improvement.The results show that since the implementation of the pilot project,the average score of the digital village in the pilot areas is 5.4% higher than that in the non-pilot areas,and the digital village construction in the pilot areas is effective.The regression of sub-indicators reveals that the effectiveness of the pilot areas mainly comes from digital economic development and digital governance capacity improvement,with an average increase of 2.7% and 2%,while the effect on digital infrastructure,digital production and digital life improvement is not obvious.The heterogeneity analysis shows that the effectiveness achieved by the pilot areas is more obvious in mountainous,non-mountainous,suburban and distant suburban areas,but the effect of the role in non-mountainous and suburban areas is greater than that in mountainous and distant suburban areas,indicating that the effectiveness of the pilot construction of digital countryside in relatively backward areas is relatively poor.In view of this,this paper puts forward relevant improvement countermeasures such as continuously promoting the digital village pilot construction,strengthening the depth of digital village construction and increasing the support in backward areas. |
