Research On The Construction Of Supervision Management System Of A Group Companies Based On Digital Means

As a super large state-owned enterprise,Group A has built a digital supervision system in the reform.However,in the actual operation process,the system has many defects,which can not guarantee the handling efficiency of the supervision.Based on this,this paper takes Group A as the object to carry out the research on the optimization of the digital supervision system.The research is carried out in the structure of "status quo analysis-problem mining-optimization measures".The research progress is promoted according to the case analysis method,literature research method and questionnaire survey.First,the domestic literature on supervision and handling is sorted out to clarify the management control,performance appraisal and process optimization theories involved in the research.Then,taking Group A as a case,we started problem mining.Through interviews,surveys and analytic hierarchy process models,this paper believes that the current digital supervision and handling system of Group A mainly has problems such as confused business processes,lack of flexibility in management mechanisms,unscientific evaluation mechanisms and incomplete management systems.According to the problems,this paper proposes targeted optimization on business process,including project initiation,organization and implementation,situation feedback,reporting and notification,tracking and supervision,and filing.In terms of management mechanism,new functions such as situation feedback,work briefing,matter rectification,information rectification and cooperation are added.In terms of evaluation mechanism,the evaluation content,evaluation criteria,evaluation cycle,evaluation procedures and evaluation effectiveness should be reconstructed.In terms of management system,improve the work flow management and supervision division system.In order to ensure the implementation effect of optimization measures,this paper proposes that the system needs to be authoritative,long-term and effective.In terms of organization,it needs to be guaranteed by high-level,middle-level and grass-roots organizations respectively.In terms of technology,it is necessary to realize the update periodization,data analysis and function simplification.
