Research On The Practical Dilemma And Countermeasures Of Expanding Middle-income Group In Henan Province From The Perspective Of Shared Development

Allowing the majority of people to enter the ranks of the middle-income group and sharing the fruits of development with all the people is not only an inherent requirement for implementing the concept of shared development and achieving common prosperity,but also an inevitable choice for socialism with Chinese characteristics to enter a new era.Henan Province is a large population province and also a large agricultural province.According to statistics,the middle-income group in Henan Province accounts for about 31% of the total population,while the low-income group accounts for about 58% of the total population.In the new development stage,from the concept of shared development,how to expand the middle-income group has a very important practical significance for Henan residents to increase their income,cross the middle-income trap and achieve common prosperity at an early date.The article systematically reviews the measurement of the size of middle-income groups under the concept of shared development,the dilemmas faced by expanding middle-income groups,and the research on countermeasures at home and abroad.Through the study of these literatures,the connotation of shared development,the logical mechanism and the concept of middle-income group are summarized.A strong support for further writing is provided.Starting from the concept of shared development,the article takes the Marxist theory of income distribution,Marxist theory of class stratification and theory of common wealth as the theoretical support,and analyzes the main characteristics of middle-income groups,such as their quantitative scale and occupational composition,on the basis of scientific determination of the criteria for dividing middle-income groups,and compares them with the national level.It is found that the expansion of middle-income group in Henan Province is currently facing four major practical dilemmas,such as the large scale of middle-and low-income groups,the poor stability of middle-income groups,the excessive income growth of high-income groups and the poor social mobility channels.In addition,the empirical analysis also reveals the causes of these problems,including the imperfect income distribution system,the low overall level of human capital,the insufficient role of social security underwriting,and the lack of a reasonable and smooth social mobility mechanism due to the dual structure of urban and rural areas.Based on this,this paper proposes countermeasures to deepen the reform of income distribution system,accelerate the development of modern agriculture,improve the overall level of human capital,give full play to the protection function of social security system and open up the flow channels between urban and rural areas,taking the Marxist theory of income distribution and the theory of common wealth as guidance.It is hoped that it can provide direction for expanding the middle-income group in Henan Province under the guidance of the concept of shared development,reduce the blindness in decision-making,improve the relevance and scientificity,inject new vitality into the economic development and income increase of residents in Henan Province under the new situation,and lay a solid foundation for building a socialist modern country in all aspects and achieving the great rejuvenation of the Chinese nation.
