Study On The Operating Efficiency Of Planting Family Farm In Hunan Province

"Huguang ripe,the world suffice",Hunan has been China’s traditional food province since ancient times.With the favorable policies of the central government,family farms are flourishing in all parts of Hunan,and the number continues to increase.On the basis of relevant literature review and summary,this paper first analyzes the development status of family farms from three aspects,including quantity and operating area,industry distribution and operating income,and financial support,according to the statistical data of government departments,and introduces the main measures for the development of family farms in Hunan Province.Secondly,using packet envelopment analysis method,the operating efficiency of planting family farms was analyzed in detail from three aspects of comprehensive efficiency,pure technical efficiency and scale efficiency,and the operating efficiency of five regions in Hunan Province was compared and analyzed.Then,15 explanatory variables including family farmer characteristics,family farm characteristics and external environment characteristics were selected to build Tobit model to analyze the influencing factors of operating efficiency.Finally,according to the empirical research conclusions,countermeasures and suggestions are put forward on how to improve the operation efficiency of planting family farms in Hunan Province.The results show that :(1)the comprehensive efficiency of family farms in Hunan Province is low,with the average value of only 0.70.In the comprehensive efficiency,the contribution of scale efficiency is 0.91,and the contribution of pure technical efficiency is0.77.(2)65.24% of plantation family farms are in the stage of increasing returns to scale,indicating that production factors are not fully utilized,and it is necessary to further increase factor input and optimize the allocation of input factors.(3)In terms of regional distribution,there were significant differences in the comprehensive efficiency of planting family farms.The relatively developed area in eastern Hunan had the highest comprehensive efficiency,which reached 0.76.Western Hunan has the lowest,only 0.59,far lower than the provincial average.(4)Among the factors that affect the operating efficiency of planting family farms in Hunan Province,9 variables,such as the education level of family farmers,whether they have relatives and friends in government departments,and agricultural land area,have significant effects,while 6 variables,such as family farmers’ age and agricultural experience,have no significant effects.Therefore,in order to improve the operation efficiency of planting family farms in Hunan Province,the following countermeasures and suggestions were put forward: First,to improve the land transfer system and smooth the efficient land transfer;Second,increase the training of agricultural technology,improve the level of management;Third,improve the socialized service system of agriculture and enhance the level of agricultural informatization;Fourthly,popularize science and technology to develop agriculture and raise agricultural income;Fifth,increase government funding and increase support.
