| With the increasing development of the new generation of information technology,the construction of smart city with its people-oriented concept of sustainable development is one of the most popular and cutting-edge topics around the world,which has attracted widespread attention.At present,the practice of smart city construction is in full swing at home and abroad,and industrial development drives academic research.Many scholars around the world have conducted research on smart cities,mainly focusing on the concept,construction,regulatory governance,and cost control of smart cities.As a system engineering involving a wide range of fields and complex contents,smart city is the core link in the process of project implementation,and the improvement of project cost control is directly related to the effectiveness of the project.Few scholars have conducted in-depth research on the cost management and control of smart city projects,especially the lack of cost management and control research based on the characteristics of the life cycle of smart city projects,which is an area that needs to be filled.The research takes TSC’s smart city project as an example to discusses the key points of cost control improvement during the project construction,proposes an improvement plan.The first is the establishment of a scientific,reasonable and clear multiproject organization structure,a special project management office(PMO)will be established to coordinate and manage each project.The second is the WBS estimation method can be used to split the project into sub-projects with scientific logic.The third is the improvement of the design of smart city project cost budget method.The forth is the improvement of the cost control process of TSC’s smart city project from the perspective of project phase division and the Cost performance appraisal improvement.At last,the research verifies its effectiveness with the scenario-based government affairs system project within the TSC’s smart city construction project.By clarifying the objectives,principles and organizational structure of cost control,rationally formulating project resource allocation plans,scientifically selecting cost estimation methods,determining cost budget management processes,and improving cost control processes,project cost deviations have been effectively reduced,and resource utilization efficiency has been improved.It makes resource management,budget management,and cost control more integrated,and the participation of project members is greatly improved.The research results of this paper can provide a reference for the construction of smart city projects. |
