With the aging of the population and the migration of rural working-age population to urban areas,the issue of how to provide for the elderly in rural areas has become a key concern.The current common pension models in rural areas are not enough to meet the needs of the rural elderly.The gradually mature “embedded”pension model is expected to become the key to solving the problem.However,the difficulty of cost recovery is an important factor that restricts the development of "embedded" elderly care model.Therefore,from the perspective of the location and routing,this thesis reduces the cost of the “embedded” pension model through standardized service processes.This thesis analyzes the needs of the rural elderly and development of the rural "embedded" pension model,summarizes the services to be provided and the corresponding location and routing problems.Models and algorithms are presented to solve the problem and tested in Hebei Province.First,the specific services in rural "embedded" pension model should be corresponded to the problem of location and routing.There are three services that need to be provided in rural "embedded" pension model,namely periodic distribution services,emergency services and nursing care services.Through analysis,it can be found that in the specific service process,it is just in line with the definition of location and routing problems.Therefore,they are respectively corresponding to periodic routing problem,emergency facility location problem,and routing problem with time windows.Second,comprehensively consider periodic distribution services and emergency services to build a model.Periodic distribution services are the main source of profits for rural "embedded" elderly care enterprises.When calculating the cost,a period of time must be calculated.Therefore,from the perspective of reducing costs,the emergency location and periodic distribution of elderly care institutions are combined to construct a location-routing bi-level programing model.Thirdly,we construct a model for the caregiver service.Divide caregivers into different levels and correspond to different needs of the elderly.On the premise of considering the time window and the different cost of employing different caregivers,a routing model with time window is built.Fourth,after the model is established,this thesis uses genetic algorithm to solve two routing problems,and immune optimization algorithm solves the problem of emergency location.Finally,this thesis uses examples for testing,finding the model can effectively judge the cost of various solutions.The application of the model is beneficial to save the cost of enterprises in the construction and operation of rural “embedded” pension model,promote the standardization of service processes,and provide a reference for the development of rural “embedded” pension model.
