| In the context of increasingly intense international scientific and technological competition and tight constraints on domestic resources,technological innovation has become an inevitable choice for achieving sustainable agricultural development.Currently,increasing investment and improving efficiency are recognized by the theoretical and academic circles as necessary ways to enhance technological innovation capabilities.Due to the characteristics of agricultural technology innovation such as high risk,high investment and long cycle,relying solely on government support and enterprise selffinancing to promote innovation may not be sustainable,and stable and sustained financial support is also required.Theory and practice have shown that foreign direct investment(FDI)can not only provide corresponding financial support to host countries,but also bring advanced knowledge,technology and business concepts,which is an important driving force for technological innovation.Since the reform and opening up,due to the huge market demand,low labor prices and a series of preferential policies introduced by the government to attract foreign investment,China has attracted a large amount of foreign investment,promoting the occurrence of agricultural technology innovation.Currently,how to effectively utilize foreign direct investment and achieve high yield through agricultural technology innovation through efficient ways has important research significance.Firstly,this paper shapes the domestic and foreign research progress on FDI and agricultural technology innovation efficiency,and on this basis,explores the mechanism of the role of FDI affecting the efficiency of agricultural technologies innovation.Secondly,using descriptive analysis methods,this paper examines the overall scale and regional characteristics of agricultural FDI in China,as well as the current situation of the input,output,and transformation of innovation achievements in agricultural science and technology innovation in China.Then,based on the innovation value chain perspective,by constructing an input-output indicator system for agricultural research output and achievement transformation in two stages,using provincial panel data from 2000 to 2020,and using the transcendental logarithmic stochastic frontier method,we measured the efficiency of agricultural research output and achievement transformation in China,and empirically analyzed the impact of FDI on the efficiency of agricultural technology innovation in two stages in China.Finally,taking the level of economic development as a threshold variable,using a panel threshold model,further explore the non-linear impact of FDI on the efficiency of two-stage agricultural technology innovation,examine the threshold mechanism.The empirical results are as follows: Firstly,the overall level of agricultural technology innovation efficiency in China is low.During the period 2000-2020,the efficiency of agricultural scientific research output in China showed an upward trend,while the efficiency of achievement transformation showed a fluctuating trend.Compared with the efficiency of achievement transformation,the efficiency of scientific research output is relatively low.Secondly,in the research output stage,agricultural research funding has a significant positive impact on the improvement of agricultural research output efficiency,while agricultural research personnel have no significant impact on it.In the stage of achievement transformation,investment in agricultural capital and technical personnel can significantly improve the efficiency of agricultural achievement transformation,while the number of agricultural patents has a negative impact on it.Thirdly,FDI has a significant promoting effect on agricultural research output efficiency and achievement transformation efficiency,and both have a dual threshold effect constrained by the level of regional economic development.Specifically,with the growth of the economy,the impact of FDI on the efficiency of scientific research output is not significant at first,with the coefficient changing from negative to positive,and then crossing the threshold of "differentiation" to positive and significant,showing a "double turning point" promoting effect on the efficiency of achievement transformation that first decreases and then increases.Fourthly,Government support only effectively improves the efficiency of agricultural research output,but it has a inhibitory effect on the efficiency of agricultural achievement transformation.Foreign capital dependence has a positive impact on the efficiency of achievement transformation,but a negative impact on the efficiency of scientific research output.The level of economic development,the level of infrastructure,and the proportion of primary industry have significant positive effects on agricultural research output and achievement transformation efficiency.However,the level of human capital has no significant impact on the efficiency of agricultural technology innovation in both stages.Based on the above analysis,this article will propose countermeasures and suggestions to effectively promote the efficiency of agricultural technology innovation in China from the aspects of expanding the scale of agricultural investment attraction,promoting economic development,increasing government support and improving the agricultural development environment. |
