This paper intends to empirically analyze the impact of the development level of digital economy of RCEP members on China’s service exports. At present, few literature has studied the relationship between digital economy and service trade, and few scholars have taken the digital economy development level of trading partner countries as an influencing factor to consider its impact on their own service exports. In view of this, this paper analyzes the impact of the development of the digital economy of RCEP member countries on China’s service exports from the actual situation of RCEP members.Firstly, based on transaction cost theory, information asymmetry theory, network effect theory and consumer behavior theory, the mechanism of the development level of digital economy in RCEP countries on China’s service exports is studied. The results show that the mechanism of the impact of the development degree of digital economy of RCEP member countries on China’s service exports is mainly through the four factors of digital infrastructure construction, digital scientific research and innovation, digital environment and digital industry development to reduce the trade costs of Chinese enterprises and increase the market demand of RCEP member countries, thereby promoting the increase of China’s service exports.Secondly, this paper analyzes the status, characteristics and existing problems of China’s service exports to RCEP countries, and finds that the scale of China’s service exports to RCEP countries continues to expand, but at the same time, there are also problems that the competitiveness of service exports is insufficient and the structure of service exports still needs to be optimized.Based on four first-level indicators such as "digital infrastructure construction",the measurement system of digital economy development level indicators was constructed, and finally the digital economy development level of RCEP countries was measured by the entropy value method. The calculation results show that the degree of digital economy development of RCEP countries varies greatly, and the level of digital economy development changes with economic and political development.Furthermore,by selecting the panel data of 14 RCEP member countries from2009 to 2019,taking China’s total service exports to RCEP member countries as the explanatory variable and the digital economy development level of RCEP member countries as the explanatory variable,a fixed-effect regression model is constructed to analyze the impact of the digital economy development level of RCEP member countries on China’s service exports. The study shows that the improvement of the development of the digital economy of RCEP member countries has played an obvious role in promoting China’s service exports, and the economic development level, household consumption level, service trade openness and population increase of RCEP member countries have a certain role in promoting China’s service exports. Finally,on the basis of theoretical and empirical research, this paper puts forward policy suggestions focusing on service trade with developing countries in RCEP member countries, strengthening the cultivation of digital technology talents and improving digital scientific research and innovation capabilities, and enhancing the digital connection between China and RCEP member countries to achieve cost reduction and efficiency increase.
