In recent years, urban agglomerations have gradually become an important carrier for transforming the mode of economic development and improving the quality of economic development.Looking back at the development of urban agglomeration policies, the Outline of the 13 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China deserves special attention, which proposes to accelerate the construction and development of urban agglomerations and promote multi-faceted coordination and linkage among cross-regional cities. The implementation of the policy may have a random impact on the development of urban agglomerations, affecting the growth of regional economies. In the process of realizing regional economic integration in the construction of urban agglomerations,it is worth exploring whether it can promote overall economic growth and whether economic growth has regional heterogeneity.Based on the 13 th Five-Year Plan as the time node of policy implementation, this thesis constructs a DID model by taking cities in the ten major urban agglomerations as the experimental group and other cities in China as the control group, and using per capita GDP and GDP as indicators of economic development level to test the impact of the policy of urban agglomeration construction on the economic growth and internal economic gap of urban agglomeration.By limiting the urban sample to the boundaries of urban agglomerations, the results of this thesis are consistent. The results of this thesis were satisfied with robustness tests such as parallel trend test and placebo test. Finally, this thesis examines the mechanism of regional economic growth from the perspectives of factor flow and technology diffusion. This article concludes the following:Firstly, the construction of urban agglomerations has promoted the economic growth of the regions within urban agglomerations. This thesis finds that cities within urban agglomerations grew their GDP per capita by 7.7%,while GDP grew by 6.2%.Secondly,the impact of urban agglomeration construction on the economic growth of different regions within urban agglomerations is heterogeneous. In terms of per capita GDP,the growth effect of the urban agglomeration policy is more pronounced in the peripheral areas of the urban agglomeration and the general area, which narrows the economic gap within the urban agglomeration.Thirdly, factor flow and technology diffusion are important mechanisms for urban agglomeration construction to affect regional economic growth. This thesis finds that the permanent population, employed population, fixed capital stock and number of patents in cities within urban agglomerations have all increased significantly. The return by region found that the population of central cities and rich areas showed higher growth, but from the perspective of the employment population in the secondary industry, the population in the peripheral areas and general areas increased more, which may reflect that the population flowing into the central cities or developed areas is less engaged in the secondary industry; In terms of fixed capital stock, there was more growth in peripheral areas and general areas, which was consistent with the change in the employment population in the secondary industry; In terms of the number of patents, this thesis finds that cities within 100 kilometers of central cities have the largest increase in the number of patents, which may benefit from the spillover effect of central cities.
