The county is the most widely distributed and relatively independent administrative region subject in China.As a comprehensive unit integrating urban and rural areas,it is not only an important position for rural revitalization,but also a key carrier for urban and rural integrated development.Promoting inclusive growth of the county economy is the proper meaning of achieving common prosperity.In recent years,in order to alleviate the phenomenon of rural "outflow decline" and guide the transformation of the "working economy" to the "entrepreneurial economy",the Party Central Committee and the State Council have made a series of major decisions and deployments to support migrant workers’ return to their hometowns for entrepreneurship.The pilot areas for returning to their hometowns for entrepreneurship approved since 2016 are one of them.Therefore,it is of great significance to explore whether the pilot policy of returning to hometown entrepreneurship can effectively promote the inclusive growth of the county economy,expand the demonstration effect of returning to hometown entrepreneurship pilot,and find the key path of "taking the lead in breaking the urban-rural dual structure in the county",so as to accelerate the realization of common prosperity.Based on the definition of homecoming entrepreneurship and inclusive growth of county economy,this paper uses economic growth theory,dual economy theory,entrepreneurship Ecological systems theory theory to build a theoretical framework for the impact of homecoming entrepreneurship pilot policies on county economic growth.Using the data of 1781 counties in China from 2011 to 2019,based on the constructed relevant indicator system,measure the level of inclusive growth of the county economy,depict the spatial-temporal evolution trend of inclusive growth of the county economy,explore the impact of homecoming entrepreneurship pilot policies on inclusive growth of the county economy,and analyze its heterogeneity,and use the mesomeric effect model to analyze the indirect mechanism of action,and draw the following conclusions:Firstly,based on the analysis of the current situation,it is found that the inclusive growth level of county-level economy in China has shown a trend of increasing year by year over time,but the overall level is still relatively low;From a spatial perspective,there is a trend of uneven development.Secondly,by constructing a multi time point dual difference model,it was found that the pilot policy of returning home for entrepreneurship has a significant promoting effect on the inclusive growth of the county economy.After the analysis of robustness test methods such as the placebo test,PSM-DID analysis,changing the sample time range,and excluding the impact of national e-commerce pilot policies and information policies on entering villages and households,the conclusion that the implementation of the return to home entrepreneurship pilot policies can promote the inclusive growth of the county economy is still valid.Thirdly,heterogeneity analysis found that the promotion effect of returning home entrepreneurship pilot projects on inclusive growth of county economies is more pronounced in central regions and counties with high levels of development.Fourth.Using the mesomeric effect model to analyze the mechanism of action,it can be seen that migrant workers returning to their hometown for entrepreneurship can promote inclusive growth of county economy by promoting capital agglomeration.Based on this,the following countermeasures and suggestions are proposed: firstly,optimize the entrepreneurial ecological environment and clear the fast lane for returning home entrepreneurship.Secondly,improve the level of human capital and consolidate the foundation of inclusive development.Thirdly,strengthen the circulation of urban and rural factors to achieve balanced development between urban and rural areas.Fourthly,continue to do a good job of internal optimization and external attraction,and promote balanced regional development.
