| General Secretary Xi Jinping pointed out that industrial revitalization is the top priority of rural revitalization.In 2019,the State Council introduced the Opinions on Promoting the Organic Connection between Small Farmers and Modern Agricultural Development,which pointed out that it is necessary to improve the level of post-harvest processing of farm produce.In 2021,the No.1 document of the Central Government,the Opinions of the CPC Central Committee and the State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization,clearly pointed out that Based on the primary processing of the origin of agricultural products with county characteristics,the quality of agricultural products can be improved.The level of post-harvest processing is an important part of agricultural modernization,which is of great significance in promoting the improvement of agricultural production system,providing high-quality agricultural products and promoting farmers’ income.However,due to the late start of post-harvest processing in China,there are still problems such as weak infrastructure of post-harvest processing,backward technology of post-harvest processing,low rate of post-harvest processing,and damaged interests of farmers,etc.Based on this,this paper takes Danling County,one of the top 30 citrus counties in China,as an object to study the problems and countermeasures of post-harvest processing of citrus,which is helpful to further explore the development path to improve the effectiveness of post-harvest processing of the county.This paper takes post-harvest processing enterprises and farmers in Danling County as research objects to study,and applies literature research method,field research method,questionnaire survey method and case study method.Based on value chain theory,transformation of traditional agriculture theory and transaction cost theory,through field visits to post-harvest enterprises in Danling County and a questionnaire survey of 147 citrus farmers,this paper summarized the current situation of post-harvest processing initiatives and achievements from the perspectives of government,enterprises and farmers,and analyzed the problems and causes of post-harvest processing in Danling County at the levels of government,enterprises and farmers,Finally,we proposed countermeasures to improve the effectiveness of post-harvest processing of citrus in Danling County.Through the research results,the conclusions are as follows: Firstly,the post-harvest processing of citrus in Danling County has formed a relatively complete value chain and achieved good results,which mainly includes the decrease of post-harvest loss ratio,extending the shelf life and the increase of farmers’ income;Secondly,the following problems still exist in the post-harvest processing of citrus in Danling County.At the enterprise level,there are problems such as small scale of enterprises,backward technology of post-harvest processing,difficulty in reducing treatment cost,and sales channels to be broadened;at the government level,there are problems such as insufficient integration of value chain and insufficient support for construction of cold storage and preservation infrastructure;at the farmer level,there are problems such as small scale of planting and further improvement of organization.In view of the above problems,the following countermeasures are proposed: Firstly,the post-harvest processing enterprises should strengthen cooperation with scientific research institutes,train professional talents,build intelligent cold chain system and broaden sales channels;Secondly,the government should support and strengthen leading enterprises,strengthen brand building and increase investment in cold chain infrastructure;Thirdly,farmers should further improve the degree of organization and improve the quality of professional cooperative services. |
