Research On Competency Model Construction And Training Application Of Patent Agent In A Firm

High quality patent is the lifeline of the development of intellectual property.With the surge in the number of patent applications,it promotes the rapid development of social economy,but the problem of "large quantity and poor quality" patent level has become increasingly prominent.The technical quality and application quality of patent are the main factors to create a high quality patent,and the technical quality depends on the inventor’s own research level.Application quality depends on the cooperation of inventors,patent agents and examiners.With the continuous enhancement of the level of creation,application,protection and management of patented technologies,patent agents have effectively stimulated the continuous expansion of the scale of patent agencies.As highquality professionals,patent agents play an important role in patent application,acting as a bridge connecting inventors and examiners to communicate,and affecting the quality of patent application.A patent application includes consultation,technical disclosure,retrieval,application text,examination and response,etc.Each step requires extremely professional and rigorous work.A large number of studies have shown that the service level of patent agency has a strong positive correlation with high quality patents,and improving the service level of patent agent is of great significance for the optimal output of agency results.This paper will take A firm as an example,from the perspective of patent application quality,to study what competence patent agents should have at present,so as to provide support for promoting high-quality patent application.This paper will present the research content and results in five stages.The first stage is the theoretical framework stage: in this stage,the research background,research objectives and research significance of this paper will be proposed,and literature review and theoretical analysis will be carried out on the research of intellectual property talent construction,patent agent comprehensive research,competency research and other directions,so as to provide a solid theoretical basis for the research content of this paper.The second stage is the introduction of firm A and the analysis of the capability requirements of patent agents.This stage mainly introduces the overall situation of firm A and analyzes the capability requirements of patent agents in combination with the current situation and strategic planning of the patent business of firm A,so as to provide a realistic basis for the construction of the competency model.The third stage is the competency model construction stage,which adopts the methods of literature research,behavioral event interview,questionnaire survey and expert evaluation.Based on the development of Performance Differentiation Criteria Table,Competency Factor Dimension Table,Patent agent Competency High Frequency Table,Patent Agent Knowledge Structure Table and Competency Preliminary Determination Table,etc.,Finally,the patent agent competency model of A firm is constructed.The fourth stage is based on A firm patent agent competency model training application research;The fifth stage is the research conclusion and prospect.This paper uses the research method combining literature research and empirical analysis to build the patent agent competency model of A firm,which provides A reference for the selection criteria,training paths,service evaluation,quality requirements and performance evaluation of patent agents of A firm,and also provides guidance and judgment for the employability of personnel who want to engage in the patent agency industry in the future.
